See your match score & applyThe Asistente Técnico ICLA contributes to the implementation of the Information, Orientation and Legal Assistance component according to NRC's programmatic strategy. The role supports NRC's advocacy with public institutions and community organizations, providing accompaniment to victims of armed conflict and persons with international protection needs.
Responsibilities
- Ensure adherence to NRC policies, tools, manuals and guidelines.
- Support implementation of the ICLA project portfolio according to the action plan.
- Implement procedures and activities within ICLA function as delegated.
- Develop and maintain knowledge of ICLA competence in the territory to facilitate operational management of ICLA response.
- Organize and execute tasks according to priorities and role standards.
- Contribute to solving daily problems according to agreed procedures, priorities and standards.
- Prepare and develop reports required by ICLA management or area.
- Manage information adequately and securely in compliance with data protection standards.
- Promote and share ideas to strengthen support functions.
- Support implementation of PSI activities included in the country office Action Plan relevant to unit/team.
- Attend relevant PSI Basic Package training modules.
- Provide inputs for designing legal strategies and activities to deliver ICLA services efficiently and timely.
- Implement information, orientation and legal assistance activities to internally displaced persons, persons with international protection needs, vulnerable migrants and persons in vulnerable situations.
- Promote participation of persons, families and communities in humanitarian emergencies to foster differentiated, safe and equal care contributing to durable solutions.
- Support preparation of reports on Rapid Needs Assessments, identify community response capacities and highlight priority humanitarian needs to guide strategic actions.
- Collect key information from all project competencies and coordinate with institutional entities for integrated and coordinated emergency response.
- Identify, document, attend, refer and follow up cases in coordination with key actors.
- Perform legal assistance activities and/or prepare legal documents to promote access to rights for victims of armed conflict and persons with international protection needs.
- Implement internal training activities for public officials and other organizations to strengthen institutional response capacity.
- Follow up and close cases/legal assistance and evaluate main themes needing legal attention for strategic litigation information and analysis.
- Provide continuous feedback on case analysis to field teams and inputs for cases to be evaluated for strategic litigation.
- Accompany and report activities of Technical Tables or local institutional advocacy working groups to achieve broad human rights policies for migrants.
- Properly register information collected using tools and verification means, maintain updated beneficiary database ensuring confidentiality and proper document management.
- Prepare quantitative and qualitative reports on project services.
- Support effective achievement of project logical framework objectives and indicators.
- Conduct context analysis on vulnerabilities, risks and threats faced by population to define relevant and effective intervention strategies.
- Promote and share ideas for strengthening ICLA competence.
- Promote community integration activities among migrant, refugee and host communities.
- Perform other tasks assigned by immediate supervisor to fulfill job objectives.
Requirements
- Technical studies or university student in final semesters or recent graduate in Law.
- Minimum one (1) year of work experience as Technical Assistant in humanitarian aid contexts.
- Knowledge of Colombian State structure and international law.
- Experience working in complex and changing contexts.
- Basic knowledge of English.
- Minimum one (1) year experience in defending rights of refugee populations in humanitarian and/or social contexts.
- Experience providing information, orientation and legal assistance.
- Proven knowledge and experience using Office and databases.
- Demonstrable knowledge of international and national regulations related to international protection, refugee status, migration regulations, Decree 1067 of 2015 and Decree 701 of 2021, Law 1448 of 2011, Temporary Protection Statute, Human Mobility Law.
- Valued knowledge of strategic litigation, Inter-American Human Rights System and gender.
- Experience in social projects and fieldwork with vulnerable populations.
- Knowledge of local social context where projects are implemented.
- Knowledge of human rights and international humanitarian law.
- Excellent oral and written communication skills for managing information and report writing.
- Experience with Office package, databases and technological platforms.
- Availability to travel.
- Position requires frequent travel to areas with endemic diseases.
