The Staff Officer supports the implementation of NATO 2030 Resourcing programme and expanded Common Funding policies across ACO. The role involves coordinating multiple stakeholders, developing efficiency frameworks, and ensuring strategic alignment of resource policies to optimize capability delivery and institutionalize long-term efficiencies.

Responsibilities

  • Develop implementation plans across ACO for operationalisation of expanded common funding policies including coordination of multiple working groups.
  • Engage and coordinate with stakeholders across ACO, ACT and NATO HQ on operational requirements for expanded common funding policies.
  • Coordinate efforts across ACO on identification, development, analysis, operationalization and institutionalization of common-funded cross-cutting resource efficiencies.
  • Lead ACO efforts with ACT to develop an efficiencies framework to optimize operational processes, improve resource utilisation and enhance capability delivery.
  • Enable ACO stakeholder strategic alignment between SPP initiatives, common funding policies, ACO strategic priorities, and Governance decisions.
  • Support representation of ACO at Resource Policy and Planning Board and Military Committee Working Group for Resources meetings and preparatory sessions.
  • Report to ACO stakeholders and leadership on RPPB and MCWG deliberations and decisions including participation in SHAPE Operational Requirements and Review Board.
  • Assist Principal Resource Advisor in analysis and promotion of potential synergies for resourcing ACO operational needs through common funding.
  • Contribute to continual improvement of internal systems and processes by identifying areas for efficiency and quality improvements and implementing change solutions.
  • Support promotion and establishment of a culture of long-term efficiencies, continuous improvement, collaboration, standardisation and problem solving related to strategic requirements development and implementation.

Requirements

  • University Degree in accounting, finance, management, business administration, public administration or related discipline and 2 years function related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.
  • Proven experience in project management and resource management functions.
  • Experience in change management or complex innovation initiatives in line with the principles of enterprise risk management integrated resources management.
  • Experience in establishing, maintaining and enhancing strategic relationships with stakeholders of diverse seniority level, preferably multi-national organization.
  • English - SLP 3333 (Listening, Speaking, Reading and Writing).
  • Experience in developing plans in a large, preferably multi-national organization (desirable).
  • Previous staff experience in joint and/or multi-national HQ (desirable).
  • Experience coordinating inter-entities and operational planning and analysis (desirable).
  • Experience supporting complex and multi-dimensional field operations in coordination with political, military or security environment (desirable).
  • Project Management certification (i.e. PRINCE2) (desirable).
