See your match score & applyThe Staff Officer Human Resources supports the Personnel, Administration and Logistics Branch in the design and implementation of HR policies and projects, advising on policies and procedures, coordinating HR activities, managing recruitment and onboarding, training, payroll supervision, HR analytics, and deputizing for the Branch Head when required. The role involves contributing to the implementation of NATO STO Collaborative Programme of Work Strategy 2024-2030 and maintaining a human centric workforce policy.
Responsibilities
- Develop, interpret, execute and maintain all HR policies, processes and procedures within NATO frameworks and host nation labor laws.
- Update and issue administrative memos, internal notes, recruitment procedures, onboarding programs, training plans, performance management systems, and cohesion/well-being programs.
- Maintain links with Advisory Panel and develop HR network with other NATO entities for standardization and benchmarking.
- Develop and organize training plans and programs including language courses.
- Plan and manage cohesion/well-being activities and staff seminars.
- Conduct recruitment from posting to selection and onboarding.
- Support Branch Head in transformative initiatives and HR strategy implementation.
- Assist in monitoring personnel and training budgets.
- Supervise payroll preparation and be capable of preparing payroll if necessary.
- Conduct HR analytics, build metrics, KPIs, dashboards, and prepare reports for decision-making.
- Perform other related functions as required by the Branch Head.
- Deputize for the Branch Head (PAL) when required.
Requirements
- Minimum five years’ experience in HR functions with supervisory responsibilities.
- Familiar with International Organizations personnel regulations.
- Familiar with HR concepts and policy design.
- Ability to initiate and lead projects in HR policies, onboarding, training, cohesion/well-being activities, talent acquisition and management.
- Ability to communicate effectively and with diplomacy, orally and in writing.
- University degree in Human Resources management, labor sciences, organizational management or other relevant fields.
- Very good knowledge of one of the two NATO official languages (English or French), good knowledge of the other.
- Experience with NATO Civilian Personnel Regulations is desirable.
- Knowledge of NATO Military Manpower Policies and Procedures is desirable.
- Knowledge of NATO Personnel Management Information System (PMIS) is desirable.
- Graduate degree (Masters or Ph.D) in a related field is desirable.
- Certification in Project Management is desirable.
- Training in the host Nation labor law is desirable.
- Knowledge of other European languages is desirable.
- Must be eligible for NATO Secret security clearance.
