The position supports NATO's Capability Development Directorate by leading and supporting requirements development project teams to develop capability requirements, ensuring interoperability, standardization, and alignment with NATO standards. The role involves managing requirements engineering, traceability, quality assurance, and supporting the capability delivery process to enhance NATO's military capabilities.

Responsibilities

  • Support the definition of the Operational Requirements Specification for the aspects related to standardization and interoperability.
  • Establish and maintain a network of Subject Matter Experts (SME) to identify relevant interoperability aspects and standards.
  • Support the elicitation, capture, development, analysis, evaluation and traceability of requirements at all levels.
  • Establish and maintain traceability within and between requirements sets, and with relevant architectural models.
  • Maintain requirement artifacts in the repository ensuring versioning and configuration control.
  • Perform elicitation of stakeholders requirements and identify operational requirements, capability targets and Regulatory Requirements relevant to interoperability and standardization across all capabilities.
  • Perform requirement validation and support technical reviews as requested.
  • Support the change and configuration management processes to ensure the integrity of capability requirements throughout the life cycle.
  • Contribute and participate in the development of policies, directives and process refinement related to requirements.
  • Support the development of concepts of operation for the assigned capability.
  • Identify changes to requirements, prepare Change Requests, implement approved changes to capability requirements in accordance with the requirement change process.
  • Contribute to the Lesson Learned (LL) process.
  • Propose changes to established process as part of the branch continuous improvement process.
  • Conduct any other duties as directed.
  • Support the Capability Requirements Management Teams during the capability requirement development activities for the aspects related to interoperability, standardization, and alignment with FMN spiral specifications (Senior Requirements Engineer).
  • Support the capability requirement engineering process for all capabilities by identifying the relevant interoperability and standards aspects, with particular reference to NATO STANAGS and alignment to FMN spiral specifications (Senior Requirements Engineer).
  • Monitor overlaps, dependencies and consistency across capabilities, to foster coherence and optimisation across the Enterprise for the aspects related to standardization and interoperability (Senior Requirements Engineer).
  • Informs all capability requirements sets by ensuring that relevant interoperability requirements are correctly captured (Senior Requirements Engineer).
  • Ensure cross capability consistency in the areas of interoperability and standardization (Senior Requirements Engineer).
  • Liaise with communities of interest in ACT and NATO to maintain Enterprise level awareness, and with Industry, and Academia to retain cutting edge knowledge in the field of his/her expertise (Senior Requirements Engineer).
  • Lead the Capability Requirements Management Team during the capability requirement engineering activities for the assigned capability (Senior Requirements Manager).
  • Develop actionable plans related to the activities to be conducted during the requirement engineering process for the assigned capability (Senior Requirements Manager).
  • Perform the stakeholder analysis for the assigned capability (Senior Requirements Manager).
  • Perform high-level capability design with the support of available architectural expertise (Senior Requirements Manager).
  • Develop courses of action in support to the capability development process (Senior Requirements Manager).
  • Liaise with innovation champions to investigate the potential implementation of emerging disruptive technologies during the development of the assigned capability (Senior Requirements Manager).
  • Perform requirement definition across all aspects of DOTMLPFI ensuring that requirements are specific enough to support the implementation phase yet not too restrictive to restrict possible technical solution (Senior Requirements Manager).
  • Ensure requirements across all aspects of DOTMLPFI meet defined quality criteria (Senior Requirements Manager).
  • Lead the development of the Capability Requirement Brief (CRB) and support the development of the Capability Programme Plan (CPP) for the assigned capability (Senior Requirements Manager).
  • During capability programme planning, lead the decomposition and refinement of capability requirements and their apportionment to projects for the assigned capability (Senior Requirements Manager).
  • Organize and participate to workshops, seminars, conferences and meetings in support of the activities above (Senior Requirements Manager).

Requirements

  • University Degree in library, information science, management information systems, computer science or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience (Senior Requirements Engineer).
  • University Degree in business administration, engineering, economics, public administration, operations research, business process engineering, management information systems, accounting, finance, project management or related discipline and 4 years post related experience, or Higher Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 5 years post related and 2 years function related experience (Senior Requirements Manager).
  • Minimum 4 years of experience in the last 10 years supporting large-scale procurement and acquisition programmes.
  • Experience in development and coordination of policy, directives, and concepts.
  • Minimum 3 years of experience in the last 10 years in leading project teams.
  • Experience in the organization and conduction of workshops, seminars, and conferences.
  • Experience in handling complex problems.
  • Minimum 3 years of experience in the last 10 years in the identification of interoperability gaps between capabilities both in national and international context (Senior Requirements Engineer).
  • Experience in negotiation and conflict resolution.
  • Excellent analytical and problem-solving skills.
  • Experience in translating operational needs into clear and unambiguous language, in support of acquisition processes (Senior Requirements Manager).
  • Minimum 3 years of experience in the last 10 years in change and configuration management processes (Senior Requirements Manager).

  • Knowledge of requirements management tools (e.g. Doors, Visure, RequisitePro) (desirable).
  • Familiarity with enterprise architecture methodologies and perspectives (e.g. TOGAF, DoDAF, NAF, MoDAF, ArchiMate, UAF, SysML) (desirable).
