The Procurement Officer is responsible for overseeing and managing procurement and contractual aspects related to goods and services for NATO Headquarters, ensuring quality, legal compliance, and adherence to NATO financial and procurement regulations. This position will establish a reserve list for future appointments based on business needs and vacancies.

Responsibilities

  • Develop an enterprise-wide view and strategy of assigned category and source selection plans.
  • Assign organisational resources and optimise processes to fulfil organisational goals within constraints and regulations.
  • Implement and monitor procurement plans from initiation to conclusion and conduct associated procurement actions.
  • Monitor benefit realisation and identify organisational-wide customer service issues.
  • Store, administer and distribute procurement-related information and documents timely.
  • Prepare, manage, and facilitate events and procurement actions with industry and NATO representatives including workshops, site-visits, conferences, solicitations, negotiations, and contract evaluations.
  • Guide, mentor and support assigned staff to cultivate a motivated environment and resolve conflicts collaboratively.
  • Develop organisational standards and best practices for professional relationships with internal and external customers.
  • Continuously develop professional procurement skills and knowledge of procurement law, policies, regulations, practices and NATO procedures.
  • Research and analyse data to identify market trends and buying habits to maximise efficiencies.
  • Stay abreast of relevant best practices and use of professional tools and systems.
  • Assess vendors’ financial standing and viability.
  • Perform any other related duties as assigned.

Requirements

  • Possess a university degree in commerce, trade, purchasing, supply, economics, management, law, business administration, engineering or equivalent.
  • At least 3 years of procurement and contracting experience, preferably in indirect procurement or public sectors.
  • Significant experience in supplier and proposal evaluation activities and in organising, managing, and leading supplier and proposal evaluation teams.
  • Expertise in contemporary strategic sourcing processes.
  • Minimum NATO language levels: V (Advanced) in one official language (English/French) and III (Intermediate) in the other.
  • Post-graduate degree in purchasing, contracting, or supply management is an advantage.
  • Level 4 UNDP/CIPS certification or equivalent or higher qualification from a national professional association is an advantage.
  • Experience using sourcing and procurement technologies such as Oracle EBS, e-sourcing, e-procurement, contract management systems is an advantage.
