See your match score & applyThe ISR Planning & Execution Officer supports and coordinates the operational planning, implementation, testing, and validation of enduring BICES-enabled ISR and GEOINT capabilities. The role provides specialist support to BICES ISR National Representatives and community stakeholders to ensure effective delivery of Joint ISR objectives on BICES.
Responsibilities
- Support BICES ISR Nations in the planning, coordination and execution of multinational ISR operations by providing subject matter expertise, operational advice and guidance on the effective utilization of ISR services/systems resources available through the BICES and NATO/Coalition networking environments.
- Provide recommendations on ISR capability employment, operational integration and opportunities for capability enhancement to support national, NATO and coalition missions.
- Coordinate and maintain awareness of BICES ISR Nations’ activities, operational requirements, capability developments and implementation efforts.
- Ensure that BICES ISR Nations are informed of relevant ISR developments, NATO activities, multinational initiatives and significant capability advancements that may impact the BICES ISR community.
- Facilitate the exchange of operational knowledge and best practices among BICES Nations to support the effective implementation and interoperability of multinational ISR capabilities.
- Provide inputs to ISR Cell planning activities, including the Programme of Work (POW) and Medium-Term Plan (MTP), ensuring that operational priorities, multinational requirements and capability development activities are appropriately reflected.
- Support the development and implementation of ISR capabilities on BICES by contributing to ISR Concepts of Operations (CONOPs), Standard Operating Procedures (SOPs), and Tactics, Techniques and Procedures (TTPs), ensuring that BICES ISR processes and capabilities remain aligned with NATO Joint ISR (JISR) concepts, standards and operational requirements, promoting interoperability between national, multinational and NATO ISR capabilities.
- Support BICES ISR Nations’ efforts to plan and execute operational ISR activities during real-world crisis response operations and operational test initiatives/trials.
- Organize and support coordination sessions, operational planning activities and capability-focused engagements among BICES ISR Nations to facilitate multinational ISR operations.
- Assist in integrating national collection capabilities and federated Processing, Exploitation and Dissemination (PED) assets within the BICES environment to support operational requirements.
- Coordinate with NATO JISR organizations and equivalent NATO Committee, Agencies and Working Groups, to support alignment between BICES ISR capabilities and NATO intelligence and ISR requirements.
- Support cooperation and collaboration with relevant NATO entities, including coordination with ACO/Component Commands (AIRCOM, LANDCOM, and MARCOM), Joint Force Commands (JFC’s) and NATO ISR Force Command (NISRF), to enhance integration between national, multinational and NATO ISR capabilities.
- Assist in aligning BICES ISR collection and federated PED capabilities with NATO Collection Task List requirements and support coordination of BICES National PED nodes to satisfy multinational and NATO intelligence needs.
- Assure participation at relevant NATO JISR meetings, working groups and forums, ensuring awareness of NATO ISR developments and maintaining effective communication with BICES ISR Nations.
- Act as a key-coordination point between BICES ISR Nations, the BGX ISR Cell, NATO organizations and other multinational stakeholders.
- Facilitate effective communication, collaboration and information sharing to support the development and delivery of integrated multinational ISR capabilities.
- Coordinate BICES ISR Nations’ engagement activities and support cooperative efforts to enhance multinational ISR capabilities within the BICES framework.
- Maintain professional relationships with military and civilian representatives from participating Nations, NATO entities, partner organizations and relevant industry stakeholders.
- Work closely with BGX ISR personnel and other functional areas to ensure BISRWG and BICES objectives are achieved in a coordinated, timely and cost-effective manner.
- Lead and manage the execution of tasking received from the BGX ISR Cell Chief and BGX ISR Capabilities Implementation Coordinator to ensure effective delivery of assigned ISR activities and operational support.
- Provide guidance and direction to personnel supporting BICES ISR activities, ensuring effective coordination of resources, timely execution of assigned tasks and achievement of operational objectives.
- Act as BGX ISR Capabilities Implementation Coordinator when requested, ensuring continuity of ISR operational activities and providing regular updates and reports to the ISR Cell Chief.
- Perform any additional duties as directed, consistent with the incumbent’s qualifications, experience and responsibilities.
Requirements
- Possess a University degree from an institute of recognized standing or Armed Forces equivalent in a relevant field, such as International Security, International Relations, or technical degrees in Joint ISR (JISR) related fields.
- Have at least 5 years of demonstrated professional experience in support of the Joint ISR activities and/or in at least one of the Intelligence collection disciplines.
- Have extensive demonstrated experience in running the Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) cycle, conducted in both national/multinational and NATO operations.
- Have extensive demonstrated experience in the Intelligence Requirements Management & Collection Management (IRM&CM) process in both national/multinational and NATO operations.
- Have demonstrated experience in operational deployments in support of JISR activities during recent NATO/Coalition operations.
- Have previous experience in JISR operations in support of tactical level.
- Experience in writing the specification, design and/or implementation of national strategic and/or tactical Intel/ISR systems.
- Be willing to work outside of normal office working hours, including travelling duties.
- Possess level V (Advanced) of the English language.
- Previous BICES experience is considered an advantage.
- Recent experience in providing ISR support to military and coalition Operations is desirable.
- Experience with ISR service catalogues, interfaces (such as Coalition Shared Dataserver) is an advantage.
- Familiarity with Intel Support to targeting (IST) cycle/process is desirable.
- Familiarity with Geospatial Intelligence tools is an advantage.
- Familiarity with National and/or NATO Joint ISR doctrines and intelligence systems, as well as NATO Intelligence collection and exploitation organizations is desirable.
- Demonstrated experience in the operational implementation of National strategic and/or tactical INTEL/Joint ISR systems is an advantage.
- Working knowledge of NATO organization and procedures is desirable.
- Possess level II (Elementary) of the French language.
