Coordinate and support the implementation of effective end-to-end supply chain operations across an assigned portfolio of programs, ensuring timely and agile availability of quality goods and services for medical operations. The role involves supporting supply chain strategies, compliance, risk mitigation, performance monitoring, and continuous improvement in alignment with MSF policies and OCBA strategy.

Responsibilities

  • Contribute to the definition and support the implementation of program-level supply chain strategies for the assigned portfolio, ensuring alignment with operational priorities, context constraints and OCBA supply chain objectives.
  • Participate in operational and strategic Cell decision-making, providing recommendations on supply chain challenges and priorities, international and local sourcing strategies, and emergency preparedness.
  • Strengthen supply chain capacity within the assigned portfolio through functional support, coaching, mentoring, briefings, debriefings and on-the-job training during regular field visits.
  • Coordinate and support end-to-end supply chain activities including planning, procurement, transport, importation, stock management, distribution and budgeting to ensure timely, agile and cost-effective delivery of goods and services.
  • Lead the international medical order (IMO) process for the assigned portfolio, ensuring accurate, timely and compliant international orders aligned with program needs.
  • Ensure dissemination, application and contextual adaptation of supply chain policies, procedures, tools and best practices to guarantee compliance and quality standards.
  • Analyse country- and program-specific supply chain risks and constraints to define mitigation measures and support corrective actions.
  • Support monitoring and analysis of supply chain performance through KPIs, reporting and data analysis to identify gaps and drive continuous improvement.
  • Contribute to supply chain budgeting and financial monitoring to control costs and support efficient resource use.
  • Contribute to knowledge capitalization, transversal projects and supply chain improvement initiatives to strengthen collective learning and institutional objectives.
  • Support mutualization of supply activities and resources.
  • Conduct regular field visits to support field teams according to operational needs.
  • Provide temporary backup to other MST Supply Chain when required.
  • Participate in transversal and intersectional supply chain initiatives when required.

Requirements

  • Minimum 3 years of international experience in supply chain management in humanitarian programs.
  • Previous experience as Supply Chain Manager, Supply Chain Deputy Coordinator, Supply Chain Coordinator, Logistics Team Leader or Logistics Manager with experience in end-to-end supply chain management, including planning & forecasting, procurement, transport & importation, warehousing, stock management and internal distribution.
  • Fluent written and spoken English and French.
  • Proficiency in Microsoft Office with very good command of Excel.
  • Good knowledge of end-to-end supply chain management, including planning & forecasting, procurement, transport & importation, warehousing, stock management and internal distribution (desirable).
  • Solid understanding of humanitarian supply chain contexts, including emergency response, constrained environments, risk management and compliance requirements (desirable).
  • Understanding of supply chain performance management, including use of KPIs, reporting and continuous improvement approaches (desirable).
  • Awareness of HR management principles applied to technical teams such as capacity building, career paths, competency frameworks (desirable).
