The Construction & Shelter Mobile Implementation Officer (MIO) provides technical support for planning, design, and implementation of health infrastructure projects across MSF OCB operations. The role includes project assessments, feasibility studies, design development, construction or rehabilitation activities, and supports programme teams in delivering quality, timely, and resource-conscious construction or shelter solutions.

Responsibilities

  • Provide direct technical support to countries throughout the project cycle
  • Support programme teams during assessment and feasibility phases by identifying contextual and environmental constraints, analysing stakeholders, assessing land and infrastructure options, reviewing construction approaches, and contributing to preliminary budgets, timelines and concept designs
  • Support teams to manage and/or follow up design and tender phases through the development of (master)plans, review of local regulations, preparation and review of technical documentation (drawings, specifications, BoQs), contribution to tender dossiers, market assessments and bid evaluations
  • Coach and advise programme teams during critical phase of the implementation, including site supervision, contract and payment follow-up, quality control and production of as-built documentation
  • Ensure proactive engagement with programmes and key stakeholders to promote safe, sustainable and context-adapted construction practices, ensuring safeguarding, security and safety of our patient, staff and caretaker
  • Promote bioclimatic and local construction and ensure that resources and technical processes implemented in programmes are adequate and that the project cycle is well managed
  • Contribute to the development and strengthening of MSF’s construction and health infrastructure expertise
  • Facilitate knowledge exchange between HQ and programme teams
  • Ensure capitalization by capturing, documenting and sharing lessons learned, technical experiences and project outcomes to support future interventions
  • Contribute to internal training initiatives, particularly on construction
  • Support the development, review and update of technical tools, standards, guidelines and reference documents within the Construction Team

Requirements

  • Master’s degree in architecture or civil engineering
  • Minimum 3 years of international experience with MSF, with at least 3 assignments in construction and rehabilitation roles
  • Experience in health facility planning and sizing, including the selection of appropriate construction materials and methodologies adapted to operational contexts
  • Experience developing or updating technical tools, guidelines, or reference documents
  • Experience coordinating with multiple stakeholders across departments
  • Experience in other operational domains is an asset (as Log Team Leader and/or Log Coordinator)
  • Experience related to environmental and climate change awareness is an asset
  • Experience as project manager is an asset
  • Proficient AutoCAD user
  • Proactive and willing to propose innovative ideas and solutions
  • Comfortable working autonomously, set priorities and organize his/her work

  • Good teamwork and capacity for cooperation
  • Willing to take measured risks and responsibility for his/her choices

  • Fluency in English or French is essential, with at least intermediate proficiency in the other language
  • Portuguese, Arabic, or Spanish is an asset
