The consultant will support OHCHR Mozambique in assessing the Mozambican Armed Forces' institutional framework compliance with international human rights standards, assist in developing a standard operating procedure on a human rights thematic area, and participate in organizing a consultation workshop with the Ministry of Defense of Mozambique.
Responsibilities
- Support OHCHR Mozambique to assess the Mozambican Armed Forces’ (FADM) institutional framework compliance with international human rights standards.
- Assist the international consultant to develop a standard operating procedure on a human rights thematic area in line with international standards, providing insight into the Mozambican Defense Forces (FADM).
- Participate in the organization of a consultation workshop in collaboration with OHCHR and the Ministry of Defense of Mozambique (MoD).
- Contribute to the integration of inputs and feedback from the validation workshop into the Draft SOP (home-based).
- Liaise as needed with relevant OHCHR staff in Mozambique, the Regional Office in Southern Africa and OHCHR Headquarters.
- Ensure that a gender perspective is integrated in all areas of work.
- Perform other related duties as required.
Requirements
- Advanced degree in law, political science, international relations, social sciences or related field. A first-level university degree in combination with two additional years of qualifying work experience may be accepted in lieu of the advanced university degree.
- A minimum of ten years of relevant work experience is required in human rights, peace and security and working with government institutions.
- Knowledge of human rights issues related to the armed forces is required.
- Experience in SOPs development and implementation is required.
- Experience working with armed forces is desirable.
