Census and Survey Chief Technical Advisor Consultant

The Census and Survey Chief Technical Advisor Consultant provides specialized technical assistance to ensure the quality and integrity of collected data for a mini census and household listing project in Afghanistan. The consultant supports technical design, field operations, data quality assurance, and analysis to generate accurate population data for the Polio Eradication Initiative and humanitarian programming.

Responsibilities

• Provide technical design and methodology guidance for survey questionnaires and compliance verification.
• Advise on data anonymization protocols to protect privacy.
• Recommend GIS framework for integrating GPS-enabled tablets with geographic shapefiles.
• Evaluate pilot census and provide strategic recommendations to improve workflows.
• Develop risk mitigation and contingency plans for high-risk zones.
• Guide statistical sampling and weighting to eliminate selection bias.
• Develop spatial reconciliation protocols to align fieldwork data with satellite imagery.
• Advise on data cleaning, validation, and publication of geo-referenced population data.

Requirements

• Advance degree in statistics, economics, demography, population studies.
• Minimum 7 years of professional experience in managing large-scale household surveys or population censuses.
• Demonstrated expertise in managing culturally sensitive data collections.
• Recorded work in a developing country, preferably within a complex emergency, post-conflict environment is an asset.
• Excellent command of written and spoken English.
