The Adviser on the Fight Against Organized Crime contributes to the OSCE Strategic Police Matters Unit's efforts to combat organized crime by providing expert guidance, supporting capacity building, and promoting cooperation among participating States and international partners. The role involves project management, expert analysis, and facilitating exchanges between criminal justice authorities to strengthen the fight against organized crime in line with international human rights standards.

Responsibilities

  • Lead the conceptualization, drafting, implementation, monitoring and evaluation of SPMU’s programmatic projects and activities related to combatting organized crime, ensuring co-operation with relevant stakeholders including participating States, national authorities, international organizations, OSCE Executive Structures and experts
  • Provide expert analysis and input on combating organized crime in support of projects and initiatives developed and implemented by SPMU, TNTD, other Secretariat departments, OSCE Executive Structures and Field Operations, and maintain an overview of organized crime-related activities implemented across the Organization to promote experience sharing
  • Provide expert support and advice on combating organized crime to the OSCE Chairpersonship-in Office, Secretary General, Co/TNT, OSCE Executive Structures and participating States, including in the preparation and organization of related events, and by providing briefings and input upon request
  • Promote co-operation between law enforcement authorities in participating States, and engagement with other relevant stakeholders, on combating organized crime by facilitating exchange of information and good practices, and ensuring co-ordination of relevant activities with other international and regional actors
  • Conduct analysis and draft reports, guidance documents and training materials on combating organized crime, upon request, and monitor key trends and developments in approaches to combating organized crime across the OSCE
  • Participate in meetings, including by providing expert input, organized by the OSCE and/or relevant international, regional and national partners on combating organized crime
  • Perform other duties as assigned

Requirements

  • Second-level university degree from a university, Police Academy or an equivalent specialized higher education establishment in social or political science, law, public administration or a related field; a first-level university degree in combination with at least two years of additional qualifying experience may be accepted in lieu of the second-level university degree
  • Additional professional training or certification in project management or a related field is an asset
  • A minimum of seven years (nine with a first-level degree) of professional and progressively responsible experience in criminal justice, including at least 5 years of international experience in the fields of criminal law and co-operation between criminal justice authorities, with a focus on combating organized crime
  • Demonstrated experience of developing and managing the implementation of capacity-building projects on combatting organized crime in an international organization, including sound financial and administrative management
  • Thorough knowledge and understanding of the international co-operation framework on combating organized crime, and of current and emerging issues in the fight against organized crime at the international level
  • Experience of facilitating exchanges between criminal justice practitioners on combating organized crime, including ability to build and maintain strong partnerships with stakeholders at the national, regional and international levels
  • Strong analytical and communication skills, including the ability to analyse information and identify needs and appropriate solutions, and to present ideas clearly in both written and verbal form
  • Professional fluency in English with excellent communication (both oral and written) skills
  • Knowledge of at least one other language from the OSCE region is an asset
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities
  • Ability and willingness to work as a member of team, with people of different cultural, and religious backgrounds, different gender, and diverse political views, while maintaining impartiality and objectivity
  • Digital literacy and proficient use of Microsoft Office (Outlook, Word, Excel and PowerPoint), internet
