The Senior Energy Analyst will lead the analysis of energy trends and policies to support Southeast Asian countries in scaling up renewable energy and developing secure, affordable, and decarbonized power sectors. The role involves quantitative and qualitative analysis, policy recommendations, stakeholder engagement, and capacity building within the IEA Regional Cooperation Centre in Singapore.
Responsibilities
- Lead the quantitative and qualitative analysis of energy trends and policies at the regional and country level to support Southeast Asian countries in scaling up renewable energy and developing secure, affordable and sustainable power sectors.
- Supervise and coordinate the preparation of relevant reports and collaborate with IEA teams on electricity policy and energy technology and innovation policy for secure and resilient supply chains.
- Analyze technical, economic and institutional aspects including power system flexibility, innovative flexible resources, digitalization services, cross border power trade, role of oil and gas, nuclear and energy technology supply chains and AI.
- Collaborate with other divisions in the Agency providing analysis on policy development, system integration of variable renewable energy, electricity security, cross-border power trade, power market design, energy technology and supply chains, oil, gas and coal markets and role of nuclear.
- Establish working relations with stakeholders from policy makers, regulators, utilities and international organizations in Southeast Asia including ASEAN Secretariat, ASEAN Centre for Energy, ADB, World Bank, development partners and academic/think tanks.
- Promote the work of the Agency externally through capacity building/training events, workshops, presentations and bilateral meetings.
Requirements
- An advanced university degree(s) in a relevant discipline (e.g. economics, engineering, mathematics or other).
- At least 8 years’ experience in energy market design, power sector and policy development, including applied economic and quantitative technology analysis in an energy context.
- Good understanding of the technical, economic, regulatory and institutional issues shaping the challenges and opportunities of transforming power systems to integrate large amounts of wind and solar power.
- Proven drafting skills for non-expert audiences.
- Proven experience with market design, policies that enable scaling-up and integration of renewable energy and assessment of best practices to enable decarbonisation of the power sector from government, research organization or consultancy.
- Appreciation of the impact of scaling up variable renewable energy and/or experience regarding flexibility of the power system and long-term resource adequacy is a strong advantage.
- Excellent understanding of the energy sector including production, transformation, end-uses, energy policy priorities and challenges and its supply chains.
- Demonstrated expertise in the power sector, including operations and planning is an asset.
- Proven experience in engaging policy makers and other energy system stakeholders in emerging economies.
- Experience in and knowledge of Southeast Asia is a strong advantage.
- Extensive experience in organizing stakeholder engagement on energy issues is an asset.
- Excellent command of Microsoft Office software, especially Excel (including macros and pivot tables).
- Knowledge of SQL and scripting languages such as Python or R, as well as power system modeling, including dispatch cost modelling software (e.g. Plexos) is an asset.
- Excellent level of oral and written communication skills and excellent drafting ability in English.
- Working knowledge of other languages spoken in Southeast Asia is an advantage.
