The Monitoring, Evaluation, Research, and Learning Officer (MERLO) leads the design and implementation of the Climate Resilience Project's monitoring, evaluation, research, and learning system. The role ensures data systems generate reliable insights for program improvement and donor reporting, and strengthens learning and adaptive management with project teams, partners, and communities.

Responsibilities

  • Lead the implementation of the project’s MERL framework and M&E plan
  • Oversee data collection systems, tools, and databases to ensure quality and usability
  • Design and manage midline and endline studies
  • Track project performance and analyze data to inform decision-making
  • Consolidate and validate reports for submission to donors and internal stakeholders
  • Ensure timely and accurate reporting to the donor, National Office, and Country Office
  • Facilitate feedback loops with communities and partners; integrate findings into program design
  • Lead documentation and sharing of lessons learned and best practices
  • Build capacity of staff and partners on participatory and gender-responsive M&E approaches

Requirements

  • Bachelor’s degree in Social Sciences, Statistics, Social Work, Community Development, or related fields
  • At least 3 years of relevant experience in MERL and community-based projects
  • Strong background in monitoring and evaluation systems, research design, and data analysis
  • Training in project management, participatory research, and M&E methods
  • Strong writing, data analysis, and reporting skills
  • Ability to manage multiple priorities and meet deadlines
  • Skilled in working with diverse stakeholders, including communities and partners
  • Willingness to conduct fieldwork
  • Must be a Filipino national based in the Philippines
