The Senior Technical Adviser leads the development, implementation, and evaluation of export quality management programmes and projects within ITC's Division of Enterprise Competitiveness and Institutions. The role involves directing technical assistance projects, managing expert advisors and trainers, coordinating policy development, and ensuring high impact delivery to enhance competitiveness of enterprises in developing countries.
Responsibilities
- Develop, implement and evaluate assigned programmes/projects related to export quality management.
- Design the export quality component of technical assistance projects and programmes.
- Direct subordinates in programme/project development, implementation, monitoring and assessment.
- Work closely with programme managers on issues related to export quality and standards.
- Direct review of relevant documents and reports; identify priorities, problems and issues and propose corrective actions.
- Liaise with relevant parties and initiate follow-up actions.
- Ensure implementation of gender mainstreaming guidelines in all planned actions.
- Direct research and programme evaluation on export quality management (EQM).
- Maintain regular contact with key global players and partner institutions in quality, standardization, metrology, conformity assessment, and sanitary and phytosanitary measures.
- Coordinate policy development and update EQM strategy reflecting changing market requirements.
- Guide design of data collection instruments and analyze survey responses related to quality and SPS infrastructure.
- Supervise preparation of written outputs such as background papers, reports, and publications.
- Manage outreach activities including training workshops and seminars.
- Provide guidance and supervise trainers and expert advisers on export quality management.
- Provide advisory services to trade support institutions to strengthen SME market access capabilities.
- Lead field missions and manage external consultants and government officials.
- Manage and expand ITC's network of intermediary organizations and certified trainers in export quality.
- Coordinate budget and funding activities including programme preparation, submissions, and financial reporting.
- Serve as spokesperson and establish collaborations and partnerships inside and outside ITC.
- Ensure effective utilization, supervision and development of staff; guide, evaluate and mentor staff.
- Lead team efforts to collect and analyze data for data-driven planning and decision-making.
- Perform other duties as required.
Requirements
- Advanced university degree (Master’s degree or equivalent) in business administration, management, economics or a related field such as science, engineering, technology.
- A first-level university degree in the above subjects in combination with an additional two years of qualifying experience may be accepted in lieu of the advanced university degree.
- Successful completion of either/or degree and non-degree programs in data analytics, business analytics or data science programs is desirable.
- A minimum of ten years (12 years with a first level university degree) of experience in project or programme management, administration or related area is required.
- Experience in at least two of the following areas: standards, quality management, metrology, conformity assessment (testing, certification, and inspection) is required.
- Experience working in or with developing countries or economies in transition on standards/quality management is required.
- Experience in export related quality management is required.
- Experience of leading the implementation of quality/food safety systems at enterprise level is required.
- Experience in data analytics or related area is desirable.
- English is required at UN Level III for reading, writing, listening and speaking.
- French or Spanish is desirable at UN Level I for reading, writing, listening and speaking.
