The MD Chief of Finance is responsible for standardizing and overseeing the financial, accounting, and treasury policies and procedures of the MD, ensuring compliance with IFRS, IAS, and UNRWA regulations. The role includes financial planning, risk management, staff supervision, and reporting to senior management and stakeholders.
Responsibilities
- Standardize MD’s overall financial, accounting and treasury policies and procedures in compliance with IFRS, IAS and UNRWA regulations.
- Oversee financial projection and planning, including monitoring cash balances, cash flows, liquidity and operational funding requirements.
- Act as a member of the executive management team participating in key decisions and reporting to high-level management, donors, UN agencies, and other stakeholders.
- Oversee performance and capacity development of MD Finance and Accounts Management staff at HQs and Fields.
- Lead capital and asset management including assets registry and resource allocations Agency-wide.
- Develop, monitor and control MD's risk profile including financial liabilities and take actions to mitigate risks.
- Produce annual and quarterly financial statements and other specialized financial reports; submit to auditors and address findings.
- Maintain relationships with stakeholders including banks to ensure efficient operations and banking transactions.
Requirements
- Advanced university degree (Master or equivalent) from an accredited educational institution in business, finance, accounts or management.
- Training in microfinance management is required.
- At least 10 years’ experience in finance management, supervision, administration and development of a microfinance or financial institution, including five years at a senior level in a large governmental or international organization.
- Experience with IAS, IFRS and CGAP standards and regulations; able to implement accounting standards for Financial Statements preparation.
- Experience in analysing and reviewing portfolio quality and formulating credit policy initiatives to improve performance and efficiency.
- Excellent command of written and spoken English and Arabic.
- Experience in developing and conducting training courses is desirable.
- Currently residing in Duty station (West Bank) and within commuting distance with authorization to work in the duty station at time of application.
- Currently hold a contract of 1 year or more with UNRWA and completed mandatory probation period.
- Disclosure of current involvement in any outside activities as required by UNRWA.
- Possession of a valid driving license.
- Willingness to work after normal duty hours and official holidays.
