E T Consultant Research Economist Ukraine

The World Bank is seeking an Extended Term Consultant Research Economist to support its Development Economics Planet unit's research program on Ukraine. The role involves research and operational support related to agricultural production statistics, land market dynamics, land valuation, and access to credit and insurance for farmers, with a focus on EU accession and rural development.

Responsibilities

• Support research program in Ukraine on agricultural production statistics, land market monopsony, land valuation, and farmer access to credit and insurance
• Implement Geospatial Aid Application (GSA) pilot and establish Land Parcel Identification System (LPIS) and Integrated Administration and Control System (IACS) in coordination with European Commission's Joint Research Centre (JRC)
• Support Ministry of Economy, Environment and Agriculture's efforts to maintain and expand the State Agrarian Registry (SAR) to comply with EU regulations
• Maintain dialogue with agencies managing State Land Cadaster and Registry of Rights regarding API-based data access for monitoring and Bank team support
• Support other tasks assigned by the Task Team Leader (TTL)

Requirements

• PhD in economics or related discipline
• Track record of economic research on Ukraine; familiarity with EU agricultural policy frameworks and statistics is an advantage
• Strong analytical skills and familiarity with literature on impact evaluation; familiarity with the literature on land tenure, institutions, and markets
• Demonstrated ability to work with survey, administrative, and geospatial data
• Pipeline of journal publications or publishable work in progress
• Strong communication and presentation skills; proven ability to communicate effectively with policy makers
