The Technical Manager, Strategic Sourcing & Supply manages strategic sourcing and supply activities for innovative health products, supporting market-shaping and strategic access initiatives. The role provides strategic, operational and policy guidance to operationalize Unitaid's supply-side objectives and engages with multiple stakeholders to ensure access to essential health commodities.
Responsibilities
- Manage strategic sourcing and supply activities across a portfolio of innovative health products, supporting cross-functional workstreams and teams on market-shaping and strategic access initiatives
- Ensure sourcing strategies support access to innovative products while adhering to Unitaid policies on quality assurance and international public procurement
- Provide strategic, operational and policy guidance to operationalize Unitaid's supply-side objectives through efficient, innovative approaches
- Serve as a key internal technical resource to support portfolio reviews, identify access barriers, conduct root-cause analysis, and design and implement market-shaping interventions
- Assess market intervention options and conduct manufacturer negotiations
- Implement programme-facing supply-side interventions through active engagement with governments, manufacturers, global health financing organizations, regional institutions, procurement agents, and other partners
- Maintain close collaboration with PSM counterparts at the Global Fund, USG, PAHO, AU and other relevant institutions to align strategies for manufacturer engagement, procurement agent management, pricing, supply terms and related strategic matters
- Guide the design, maintenance and use of data on manufacturers, procurement agents, and health products to provide accurate and up-to-date information for decision-making and efficient use of resources
- Monitor current and emerging developments in market evolution, sourcing and delivery of health products across Unitaid's active portfolio
- Participate actively in Unitaid project performance oversight teams and in meetings with international organizations, governments, implementing partners and industry
- Design and undertake in-depth analyses and knowledge management on sourcing, market coordination and delivery
- Contribute to development and dissemination of Unitaid knowledge products on access to innovation, procurement, market shaping, and regional manufacturing of health products
- Coordinate the development and delivery of capacity-building initiatives for Unitaid staff and partners on access, market dynamics, and procurement and supply chain management
- Perform all related duties as assigned
Requirements
- Advanced university degree (master's level or above) in business administration, public health, medicine, economics, supply chain management or pharmacy
- Additional qualifications in development policy, supply chain management, or quality management (desirable)
- At least 7 years of progressive experience on market access and industry engagement across health products for diagnosis, treatment and prevention of HIV/AIDS, tuberculosis, malaria, maternal/newborn/child health
- At least 5 years of demonstrated international experience designing and executing strategic market-based approaches to support scale-up and equitable access to health commodities in challenging and resource-limited health systems
- Established networks based on experience working on health product access including government stakeholders (especially in low- and middle-income countries), development financing agencies (foundations, multilateral and other donors), civil society groups, NGOs, procurement agents, and manufacturers
- Experience working in resource-limited settings in low- or lower-middle-income countries
- Experience in building and/or overseeing information management systems that support supply and delivery (desirable)
- Experience in pharmaceuticals and/or diagnostics regulatory affairs, quality assurance, and/or intellectual property (desirable)
- Demonstrated capacity leading and/or coordinating cross-functional and dynamic teams (desirable)
- Excellent analytical, data management, and communication skills
- Excellent project and people management skills; ability to build networks and effective partnerships
- Tact and diplomacy; strong negotiation skills and an ability to influence others for positive results
- Ability to develop innovative approaches and solutions; strong skills designing interventions to increase access to health products in low-income countries and resource-limited settings; skills in market shaping and industry engagement across health products (diagnostic, medicines, and preventive tools)
- Ability to conduct due diligence and identify and manage risks
- Ability to adapt to rapidly changing environments
- Ability to share knowledge and expertise openly and freely, providing guidance, coaching and advice on technical areas
- Team spirit and time management skills
- Expert knowledge of English
- Intermediate knowledge of French (desirable)
