The Oficial de Cooperación del Movimiento contributes to developing and implementing the Delegation's cooperation objectives with the International Red Cross and Red Crescent Movement, coordinating with the Colombian Red Cross Society. The role strengthens operational partnerships and provides guidance to operational departments to ensure effective collaboration within the Movement in the Cúcuta sub-delegation area.

Responsibilities

  • Contribute to annual planning, results-based planning (PFR), and results monitoring (MFR) in coordination with the Head of Sub-delegation and Cooperation team.
  • Lead the Operational Partnership process in the Cúcuta Sub-delegation area, ensuring participation at all levels and providing advisory support for efficient cooperation.
  • Ensure knowledge and compliance with cooperation agreements with the Colombian Red Cross Society, including the Operational Partnership Agreement, Partnership Framework Agreement, Movement Cooperation Agreement, and Multilateral Movement Agreement for Security and Coordination.
  • Analyze, advise, and synthesize relevant information to strengthen operational partnership between ICRC and Colombian Red Cross.
  • Identify capacity gaps on the ground and propose solutions aligned with global or delegation policies on Movement cooperation.
  • Advise ICRC departments on approaches and methodologies for working with Cooperation counterparts to promote effective collaboration.
  • Contribute to implementing the Partnership Framework Agreement and Operational Partnership Agreement, exploring cooperation alternatives for emergency and predictive projects within project management cycles.
  • Promote strategic actions to strengthen sustainability, capacities, security, acceptance, and territorial presence of Colombian Red Cross sections, improving community perception and facilitating access to affected populations.
  • Support and advise on implementing the Framework for Safer Access in coordination with Colombian Red Cross sections.
  • Identify key areas for capacity development and strengthening in Colombian Red Cross sections, coordinating with the Head of Sub-delegation and Cooperation team.
  • Advise the Head of Sub-delegation and Office on support approaches for capacity development initiatives, ensuring comprehensive, sustainable cooperation.
  • Foster strong working relationships between ICRC operational departments, Colombian Red Cross counterparts, and other Movement partners, ensuring operational staff integrate Movement activities knowledge into plans and strategies.
  • Drive initiatives to strengthen collaborative work and improve understanding of Movement component relationships, promoting frequent and effective dialogue and interactions.
  • Contribute to analysis of Movement dynamics and trends, advising Sub-delegation management on coordination issues and maintaining clear understanding of perception and integrity risks impacting the Movement.
  • Collect and share updated information on Participating National Societies' activities in operational and monitoring zones, coordinating with the Head of Sub-delegation and Cooperation colleagues in Bogotá.

Requirements

  • Professional training in Social Sciences, Economics, Social Communication, Law, International Relations, Industrial Engineering, Business Administration, or postgraduate studies in Project Management.
  • Minimum 5 years of work experience in the field of study, preferably in humanitarian work or related areas such as development, project management, international relations, and social work.
  • Experience in humanitarian organizations is especially valued.
  • Knowledge and/or experience with the International Red Cross and Red Crescent Movement.
  • Skills in preparing technical reports and documentation.
  • Good knowledge of office systems: Microsoft Word, PowerPoint, and Excel.
  • Willingness to learn and manage more specialized systems.
  • Upper-intermediate English (B2).
  • Excellent public speaking skills and ability to communicate technical matters in training environments.
  • Good writing skills.
  • Ability to represent the ICRC.
