The Recruitment Officer manages recruitment services and activities for UNRWA in Jordan, including vacancy advertisement, screening, interview preparation, and recruitment planning. The role involves supervising staff, advising on recruitment issues, and producing statistical reports to support the Agency's recruitment efforts.

Responsibilities

  • Manage day-to-day recruitment services and activities including vacancy advertisement revision and production of effective advertisement materials.
  • Prepare technical tests in coordination with hiring offices and monitor application screening processes.
  • Advise the Human Resources Career Management Officer (HRCMO) on recruitment matters.
  • Prepare for interviews, participate in interview panels, and complete interview reports for local recruitment.
  • Initiate contact with job applicants and provide guidance and feedback on recruitment processes and employment.
  • Assist in the development of the annual Field recruitment plan and contribute to refining recruitment guidelines and selection procedures.
  • Produce periodic statistical reports on recruitment activities including data on rosters, new incumbent profiles, and shortlisted candidates.
  • Contact counterparts in missions, NGOs, and national recruitment services regarding vacancies and applications.
  • Provide updates to Programmes, Service Programmes’ heads, and Chiefs of Area Office on recruitment issues.
  • Oversee development of appropriate assessment tools in coordination with hiring offices.
  • Perform other duties as assigned by the supervisor.

Requirements

  • A university degree from accredited educational institution in human resources management, public or business administration or any other related field.
  • At least five years of progressively responsible relevant experience in human resources management, including two years in recruitment and succession planning at a supervisory level.
  • Supervisory experience managing professional and/or general services staff members.
  • Formal training in human resources management and career planning is desirable.
  • Good understanding of the context of Palestine refugees and UNRWA operations is desirable.
  • Fluency in English and Arabic at UN Level III for reading, writing, listening, and speaking.
  • Candidates must reside in Jordan and be within commuting distance of the duty station with authorization to work in Jordan at the time of application.
  • Candidates must specify their current location and current UNRWA grade level if internal.
  • Applicants must provide complete and accurate information in the online recruitment system.
  • Applicants must not have been demoted with deferred eligibility for promotion or recipients under Early Voluntary Retirement or Exceptional Voluntary Separation Schemes.
  • Applicants must not have been short-listed and found not suitable for the same post within the previous 12 months unless the post description has changed by 30% or more.
  • Applicants must not appear on the UN Sanctions List or have been separated for misconduct or pending misconduct processes.
  • Applicants must commit to UNRWA values including integrity, professionalism, respect for diversity, and human rights.
  • Applicants must be willing to work beyond normal duty hours if required.
