The Finance and Budget Officer is responsible for managing financial operations, budget preparation and administration, and ensuring compliance with financial regulations within the Office of Programme Planning, Finance and Budget. The role involves preparing IPSAS-compliant financial statements, supporting intergovernmental bodies, and supervising staff in financial and budgetary functions.

Responsibilities

  • Reviews, analyses and finalizes the preparation of the programme plan and its revisions based on departmental submissions and intergovernmental body recommendations.
  • Provides substantive support to intergovernmental and expert bodies in their review of the programme plan and budget; secures approval from the General Assembly.
  • Ensures legislative mandates are accurately translated into program budgets.
  • Reviews, analyses and finalizes cost estimates and budget proposals for headquarters, field offices and peacekeeping operations ensuring compliance with programme plans and mandates.
  • Issues allotments/appropriations, authorizes sub-allotments, manages and monitors budget implementation and recommends reallocations as necessary.
  • Administers and monitors extra-budgetary resources ensuring compliance with regulations and policies.
  • Approves expenditures and obligations in accordance with UN Financial Regulations and Rules.
  • Analyzes accounts, prepares financial reports, and proposes solutions for irregularities.
  • Prepares or consolidates financial statements for inclusion in the UN Audited Financial Statements and responds to audit observations.
  • Produces major financial reports including trend and forecast analysis.
  • Provides support for development and implementation of new accounting systems and improves accounting processes.
  • Guides, trains and supervises staff in financial and budget functions.
  • Provides advice and training to headquarters and field staff on budgetary and financial policies and procedures.
  • Participates in inter-departmental meetings and technical survey missions related to resource requirements and financial issues.
  • Drafts reports and official documentation for intergovernmental bodies and troop contributing countries.
  • Acts as Certifying Officer or Approving Officer in accordance with established regulations and rules.
  • Ensures integrity of financial and management systems and controls.
  • Represents the Office in inter and intra-departmental meetings.
  • May plan, organize, manage and supervise the work of the Unit/Section assigned.

Requirements

  • An advanced university degree (Master’s degree or equivalent) in business administration, finance, accounting or related field is required.
  • A first-level university degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.
  • Certification as a Certified Public Accountant (CPA), Chartered Accountant (CA) or equivalent is required.
  • A minimum of seven years progressively responsible experience in accounting, finance, budget, business administration or related area is required.
  • Experience in applying private sector or public-sector accounting standards such as International Financial Reporting Standard(s) (IFRS) or International Public Sector Accounting Standard (IPSAS) supporting the preparing Financial Statements is required.
  • Extensive experience in drafting complex and comprehensive financial reports is required.
  • Experience in analysing audit observations, producing audit responses and/or coordinating and preparing responses on oversight reports, following up on the status of implementation of oversight recommendations is desirable.
  • Experience drafting user guidance and training documentation for accounting processes is desirable.
  • English language proficiency at UN Level II for reading, writing, listening and speaking is required.
