The Head of Programme provides strategic direction for DRC's ALT response, ensuring quality program implementation, coordination, and compliance with humanitarian standards. The role involves leadership in program strategy, development, monitoring, evaluation, fundraising, and staff management to meet humanitarian needs and support recovery efforts.

Responsibilities

  • Provide strategic program direction for DRC’s ALT response ensuring accountability to communities.
  • Contribute to quality assurance of program implementation across project development and implementation cycle.
  • Develop and define country programming strategy collaboratively ensuring program appropriateness and accountability.
  • Write, review and monitor Program Strategy documents based on needs and evidence.
  • Foster synergies between program areas and promote integrated approaches.
  • Support integration of protection and gender mainstreaming across programs.
  • Facilitate assessment and rapid response in humanitarian situations with reports and recommendations.
  • Engage with Durable Solutions Architecture and represent DRC in relevant fora.
  • Advocate for DRC’s program with government, donors, and humanitarian stakeholders.
  • Provide oversight and leadership to program development and implementation including reporting and compliance.
  • Ensure effective budget follow up and financial resource use in compliance with policies.
  • Develop productive relationships with Area Offices for program implementation.
  • Ensure grant kick off, close out and review meetings take place.
  • Stay abreast of donor policies, procedures, rules and regulations.
  • Implement effective Monitoring, Evaluation, Accountability and Learning strategies.
  • Coordinate technical support and develop M&E tools and indicators.
  • Disseminate lessons learned and best practices within DRC and to stakeholders.
  • Supervise monitoring and evaluation to ensure implementation according to plans and agreements.
  • Ensure confidential management of program data and information.
  • Lead fundraising, donor mapping and pursue funding opportunities.
  • Lead program design input for proposals and review final reports and proposals.
  • Manage program team in Tunis coordination office including recruitment and capacity building.
  • Develop staff competence through leadership, training and coaching.
  • Conduct annual staff performance reviews.
  • Represent DRC’s program to funders and potential donors.
  • Cultivate relationships to enhance DRC’s visibility and credibility.
  • Travel frequently for field support, representation and organizational growth.
  • Oversee implementation of CSO partnership strategy and promote localization agenda.
  • Identify and develop partnerships with local NGOs.
  • Lead by example to ensure compliance with Age, Gender, and Diversity policy and zero-tolerance to Sexual Exploitation and Abuse policy.
  • Perform other duties as requested by the Country Director.

Requirements

  • Minimum 7-8 years of progressively responsible experience in program management, leadership, and design in conflict or post-conflict countries, including protection and mine action programmes.
  • Minimum 4 years of experience managing emergency operations, including 2 years at senior management level and at least 2 years in the Middle East/North Africa.
  • Demonstrated experience and skill in proposal development, budget development, program implementation, monitoring and evaluation.
  • Demonstrated experience in managing migration programmes and cross-border programming.
  • Proven experience coordinating with National Governments, International and National NGO partners, and donors including SDC, ECHO, DANIDA, UN agencies, EU FPI and DG.
  • Demonstrated commitment to apply age, gender and diversity (AGD) and Conflict Sensitive approach to programming.
  • Proven experience in managing integrated programs and capacity building.
  • Ability to lead by example and uphold highest standards of ethical and professional conduct including safeguarding against sexual exploitation, abuse and harassment.
