The Humanitarian Access & Security Manager (HASM) is responsible for the safety and security of all IRC staff and operations in Jordan. The HASM develops and implements humanitarian access and security management plans in compliance with IRC policies and humanitarian principles, ensuring preparedness and coordination across IRC entities in Jordan.
Responsibilities
- Ensure all current and prospective IRC sites/facilities in Jordan meet the IRC’s safety and security standards.
- Conduct security risk assessments covering all IRC locations and activities.
- Develop, review and update security management plans on a regular basis.
- Develop, review and update standard operating procedures and contingency plans.
- Maintain a high level of preparedness in anticipation of contextual changes.
- Evaluate, review and update the hibernation and evacuation plans for all IRC premises in Jordan, and ensure that the practical preparations are in place and known to all staff involved.
- Ensure that accurate, up-to-date security advisories and information is available in English and Arabic to all staff based in Jordan.
- Provide a security induction to new hires so they understand IRC’s safety and security policies, and the key risks in the local context.
- Remain available for staff to report security incidents; this may necessitate availability out-of-hours and over weekends depending on the severity and nature of the incident.
- Manage safety and security incidents pertaining to all IRC staff and assets.
- Coordinate the management of security incidents with various heads of IRC entities in Jordan.
- Develop an internal network of security focal points to support the overall safety and security of IRC staff and operations.
- Undertake continual assessments of safety and security equipment, and the protocols by which that equipment is used.
- In coordination with the IT department, ensure all access control and CCTV systems are functional and data is only accessed as per standard operating procedures.
- Regularly update and test the emergency communications tree.
- Provide technical advice and support to IRC partners in Jordan on safety and security management.
- Ensure all IRC business travelers receive timely advice prior to their arrival and updated guidance on-arrival as needed.
- Ensure IRC events in Jordan receive timely security guidance and support.
- Ensure all accommodation/hotel options and event venues meet the IRC’s security standards.
- Develop positive relationships with security focal points at accommodation, hotel and event venues to ensure timely and supportive security responses to incidents involving IRC staff, travelers and visitors.
- Act as a focal point for travelers and visitors to report safety or security issues.
- Ensure all traveler data is tracked and accurate whether trips are by air or land.
- Ensure transportation provided to IRC staff, travelers and visitors meets safety and security standards and liaise with vendors as necessary.
- Liaise with third-party providers and HR to provide support for travelers and visitors experiencing medical emergencies.
- Liaise with relevant local stakeholders and authorities to develop positive relationships, enhance IRC’s acceptance and support the overall security of our people and operations.
- Ensure humanitarian access approaches are responsive to local context and include overarching community engagement components.
- Ensure that all IRC teams based in Jordan conduct principled and sustainable negotiations with relevant local actors in line with the humanitarian principles.
- Provide technical input and advice in assessments to consider new IRC programs in new geographic areas, and regular assessment reviews for existing locations.
- Provide guidance on visibility strategies that will support community acceptance.
- Constantly monitor available sources to collect, compile and report information including incidents and trends pertinent to humanitarian access and security.
- Provide timely area-based access analysis based on programmatic demands.
- Report all safety and security incidents on the IRC’s online reporting system in alignment with incident reporting policies.
- On a quarterly basis, report on compliance with the IRC’s Security Minimum Standards.
- Develop an annual report covering key contextual developments, incident trends, challenges and achievements.
- Design and implement contextually relevant training programs for all staff based in Jordan.
- Provide orientation and capacity building to all staff including security guards, security focal points and volunteers on security policies and procedures.
- Design and deliver critical incident management exercises for the senior management team.
- Support partner organizations by including them in capacity strengthening initiatives.
Requirements
- Bachelor’s degree or a technical certification in a security related field with considerable field experience.
- A minimum of 5 years of non-profit or NGO work experience within international humanitarian assistance programs.
- Experience in providing clear and dynamic security briefings to diverse audiences.
- Strong organizational and coordination skills.
- Knowledge and proficiency in the use of communications technology, including, satellite communications, cell phone mediums, etc.
- Full professional competency in Microsoft Office Suite, especially Word, Excel, PowerPoint.
- Excellent relationship-building, interpersonal skills and the ability to effectively represent IRC at forums and with external stakeholders.
- Strong negotiation and mediation skills essential, with a demonstrated ability to influence without authority.
- Experience of working successfully with local stakeholders such as local and international NGOs, local authorities and government officials with sensitivity and diplomacy.
- Experience in design and supporting training engagements with staff and partners to enhance skills.
- Experienced and knowledgeable on Gender, Equity, Diversity and Inclusion.
- Fluent in written and spoken English and Arabic.
- Ability to Travel: 30% travel, primarily within Jordan.
