The external evaluator will conduct a comprehensive review of the project supporting livelihoods and economic inclusion of Eritrean refugees in Afar Region and Addis Ababa. The review will assess project achievements, implementation quality, and early results to inform future programming and scale-up.

Responsibilities

  • Conduct a desk review of project documents, monitoring reports, and relevant literature.
  • Design and implement a mixed-methods evaluation approach including interviews, focus groups, and surveys.
  • Collect and analyze quantitative and qualitative data on project relevance, effectiveness, efficiency, coherence, impact progress, and sustainability.
  • Engage with key stakeholders including refugees, host communities, government agencies, UNHCR, donors, and implementing partners.
  • Prepare an inception report detailing methodology, tools, and ethical safeguards.
  • Provide actionable recommendations based on findings to inform future programming and potential scale-up.
  • Ensure the evaluation incorporates age, gender, and diversity perspectives.
  • Present findings to UNHCR, donors, and partners.
  • Adhere to UNHCR data protection and ethical standards throughout the evaluation process.

Requirements

  • Master's degree in social sciences, economics, development studies, or related field.
  • Minimum of 7 years of professional experience in livelihoods, economic inclusion, or protection program evaluation.
  • Demonstrated expertise in conducting evaluations or reviews of development or humanitarian projects.
  • Experience with refugee or displacement contexts, preferably in Africa or Ethiopia.
  • Strong knowledge of gender equality and GBV prevention and response in humanitarian settings.
  • Familiarity with OECD-DAC evaluation criteria and UNHCR evaluation policies.
  • Ability to design and implement mixed-methods research including qualitative and quantitative data collection and analysis.
  • Experience engaging with diverse stakeholders including refugees, host communities, government entities, and implementing partners.
  • Excellent report writing and presentation skills in English.
  • Ability to incorporate age, gender, and diversity perspectives in evaluation.
  • Knowledge of data protection and ethical guidelines for research involving vulnerable populations.
