The Administrative Assistant will provide broad administrative support within the Office of the High Commissioner for Human Rights in Damascus, Syria. Responsibilities include human resources management, budget and finance assistance, general administration, and contract administration, ensuring adherence to UN rules and procedures.
Responsibilities
- Initiates, reviews, processes and follows-up on actions related to the administration of the unit’s human resource activities, ensuring consistency in the application of UN rules and procedures.
- Responds to enquiries and provides information and advice to staff regarding entitlements, administrative procedures, and Staff Rules and Regulations.
- Oversees the maintenance of vacancy announcement files and monitors staffing table with relevant statistical data.
- Assists in preparation and review of financial and human resource proposals and monitors expenditures against approved budget.
- Drafts routine correspondence related to administrative, financial audit, and personnel matters.
- Coordinates extensively with service units and liaises with internal team members at Headquarters and in the field.
- Guides, trains, and supervises the work of more junior General Service Staff.
- Assists with day-to-day administration of contracts between the UN and external contractors and supervises outsourced workers.
- Audits contractors' invoices and processes payments.
- Prepares and processes all UN forms and permissions related to contractual and work unit staff access and passes.
Requirements
- High school diploma or equivalent.
- At least seven (7) years of experience in accounting, finance or related area is required.
- The minimum years of relevant experience is reduced to five for candidates who possess a first-level university degree or higher.
- At least two (2) years of experience in an ERP system such as Umoja and Business Intelligences is desirable.
- English and Arabic languages required at UN Level II for reading, writing, listening, and speaking.
