The Regional Head of Programs, Impact and Influencing (Asia Pacific) is a critical leadership role responsible for driving high quality, rights based, gender transformative programming that delivers measurable impact for children, especially girls, and strengthens Plan International’s positioning and influence across the Asia Pacific region. The role leads efforts on program quality, impact measurement, learning, evidence generation, and influencing to ensure effective, accountable, and evidence driven country programs.

Responsibilities

  • Provide strategic leadership to ensure high quality programmes aligned with Plan International’s Global Strategy and regional priorities
  • Lead regional efforts on program quality, monitoring, evaluation, research and learning (MERL), and impact measurement
  • Drive the design and delivery of evidence based, scalable and gender transformative programmes across the region
  • Lead the development and implementation of regional influencing strategies and strengthen evidence based advocacy
  • Ensure strong integration of influencing, gender equality, and impact across programmes, grants, and funding proposals
  • Strengthen collaboration across country offices, national offices, and the Global Hub to scale learning and best practice
  • Provide strategic oversight of regional grants, donor engagement, and proposal development processes
  • Champion localisation, equitable partnerships, and youth engagement across the region
  • Ensure strong regional visibility, credibility, and positioning through communications, campaigns, and knowledge products
  • Lead and develop a high performing, inclusive, and values driven team

Requirements

  • At least 10 years of progressive experience in the development or humanitarian sector, including a minimum of 4 years in senior leadership roles
  • Strong experience working in the Asia Pacific region, with deep contextual understanding
  • Proven expertise in programme quality, monitoring and evaluation, research and learning, and impact measurement
  • Experience in influencing, advocacy, and engaging with government systems
  • Demonstrated ability to lead strategic planning, organisational change, and complex stakeholder environments
  • Strong experience in proposal development, donor engagement, and resource mobilisation
  • Deep understanding of gender equality, rights-based programming, and child safeguarding principles
  • Excellent communication, leadership, and team development skills
  • High levels of cultural awareness, adaptability, and ability to work in a complex, matrixed organisation
