The Protection Field Officer contributes to the implementation and monitoring of the MAL Sub-Delegation’s protection activities in Upper Nile State and part of Jonglei. The role involves managing protection files, supporting detainee activities, engaging with affected communities, and coordinating multidisciplinary protection responses.

Responsibilities

  • Implements protection activities under the supervision of the line manager.
  • Participates or leads field trips to implement the protection response.
  • Ensures administrative and financial follow-up after field missions.
  • Works autonomously and ensures interaction with other departments and staff as necessary.
  • Contributes to the overall context and security analysis in the AoR, focusing on protection information.
  • Engages affected persons and communities to assess protection needs and tailor ICRC response based on their input and feedback.
  • Develops and maintains network of contacts with relevant interlocutors in AoR in coordination with PTL, Management and Field teams.
  • Develops multidisciplinary responses to identified protection needs and promotes referral mechanisms for beneficiaries.
  • Contributes to internal reporting and institutional filing of work in line with data-protection principles.
  • Monitors protection-related issues including behaviour of weapon-bearers and shares relevant information.
  • Promotes synergies with COM/PREV to address behaviour of weapon-bearers and supports sessions/trainings.
  • Assesses PFL-related needs, paying attention to population movements and their impact on family links.
  • Builds capacity of SSRC and volunteers to assess and respond to needs and follow-up on caseload.
  • Manages tracing caseload and follow-up through active tracing and calls for news in coordination with SSRC.
  • Ensures effective offering of PFL services like phone calls, airtime, RCMs targeting needed areas.
  • Identifies potential relays in areas with little ICRC/SSRC presence to support PFL activities.
  • Engages community leaders and members in tracing efforts and understanding PFL needs.
  • Pays attention to needs of vulnerable persons and offers support or reunification as appropriate.
  • Contributes to assessment of Families of Missing persons needs and offers multidisciplinary support.
  • Performs data-entry and extraction of PFL cases/lists from PROT6.
  • Monitors and shares information about arrest and detention related to conflict.
  • Supports follow-up on Allegations of Arrest and provides logistical support for visits and assistance to places of detention.

Requirements

  • University Degree and vocational training in a humanitarian area, socio-economic development, humanitarian law, human rights, or equivalent field.
  • Advanced level of written and oral English, Nuer and Arabic. Additional local language is an asset.
  • Expert level in computer skills, including Outlook, Word and Excel.
  • Minimum 3-5 years of experience in a humanitarian area, socio-economic development, humanitarian law, human rights or similar position.

  • Good knowledge of geographically assigned area of responsibility in Upper Nile State.
