The Multisector Program Manager leads sectoral planning, implementation, monitoring, and sustainable transition of integrated child protection, mental health, education, shelter, WASH, cash and food security programs in Ukraine. The role ensures high quality, effective, and efficient multisectoral humanitarian response through coordination with teams and partners.
Responsibilities
- Lead sectoral planning, implementation, monitoring/reporting and sustainable transition of integrated CP, MHPSS, Education, NFI Shelter, WASH, CVA and FSL response in North and West Offices.
- Ensure timely implementation of activities on time, on budget and in compliance with donor regulations.
- Monitor, guide and supervise field teams and partners in day to day project implementation informed by conflict sensitivity and needs based approach.
- Lead kick off process for new awards including implementation and procurement plans, HR planning and recruitment.
- Manage program budget including forecasting and revisions for all grants including partners.
- Track and report on programme progress against programmatic and budgetary targets and collaborate with Technical Advisors to adjust design.
- Prepare timely and high-quality program and donor reports.
- Liaise with Operations/Field Management and Security on movement planning and security assessments.
- Promote synergies and coherence of multi-sectoral response through internal referral and area based approach.
- Work with partnership team to identify and assess partners and develop capacity strengthening plans.
- Review partner progress, narrative and financial reporting and MEAL data.
- Contribute to situation/response analysis, sector strategy and programme design.
- Support Technical Advisors in project and donor proposal development.
- Contribute to contingency and emergency preparedness plans.
- Support partners and teams to respond to new emergencies and spikes.
- Support MEAL to collect data and monitor project progress.
- Increase use of monitoring data to inform program revision and design.
- Ensure tracking of indicators and assist partners in monitoring and evaluation strategies.
- Provide feedback on TA/MEAL visit reports and implement actions.
- Support roll out of accountability mechanisms including feedback from children and communities.
- Identify and increase opportunities for Child Participation.
- Ensure appropriate staffing and performance management of programme team.
- Coordinate and collaborate with other teams to strengthen programmatic synergies and external representation with forums and authorities.
Requirements
- At least 3 years’ experience working with a humanitarian/ development organisation
- University degree (bachelor level, masters preferred) in a related academic discipline
- Skills and experience in project/programme implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with the Child Rights Convention and international humanitarian rights standards.
- Substantial people and programme management experience with good interpersonal skills and ability to communicate at all levels.
- Solid experience in grant management, including budget holding and donor reporting.
- Substantial understanding or proven experience of security management issues.
- Ability to produce high-quality reports in English.
- Representational, political awareness and advocacy skills.
- Ability to work with limited supervision from line manager.
- Experience working with partners and a participatory approach.
- Fluency in written and spoken English and computer literate.
- Commitment to the aims and principles of Save the Children, including understanding of the SC mandate and child focus.
