The Senior Organized Crime Adviser will provide expert advice and strategic guidance on combating serious and organized crime, including transnational threats. The role involves designing and delivering training, supporting thematic portfolios, conducting analysis, and liaising with local and international partners to strengthen institutional capacities in Kosovo.
Responsibilities
- Design and deliver advanced training programmes for Kosovo institutions on combating serious and organized crime and transnational criminal threats
- Support the Section in implementation of thematic portfolios related to organized crime including counter-narcotics, economic and financial crime, money laundering, cybercrime, trafficking in human beings, and other serious and organized criminal activities
- Conduct analysis of information, statistics, and operational data to identify capacity gaps within police and other institutions, recommend courses of action, and support implementation
- Provide subject-matter expertise and strategic advice in development of policies, strategies, action plans, and training programmes to strengthen institutional capacities
- Provide supervision and guidance to consultants involved in activities related to serious and organized crime
- Support the Ministry of Internal Affairs and liaise with local institutions, international organizations, and governmental partners to facilitate joint strategies, action plans, and coordinated initiatives
- Monitor criminal trends and developments related to serious and organized crime and produce analytical assessments to support strategic planning and policy development
Requirements
- Excellent physical condition
- Possession of a valid automobile driving license and ability to drive using manual transmission
- Ability to cope with physical hardship and willingness to work extra hours and in an environment with limited infrastructure
- First-level university degree or graduation from a recognized police training school
- Negotiating and interpersonal skills
- Ability to read and utilize maps
- Ability to perform first aid
- Regular, active police service experience
- Very good oral and written English communication skills
- Knowledge of international police standards and human rights
- Law enforcement courses in relevant field and specialized subject area
- Minimum 10 years (6 years with a first-level university degree in a relevant field) of diversified law enforcement service experience
- International mission members must be internationally recruited and not nationals or permanent residents of the duty station
- Proven extensive working experience in combating serious and organized crime, including transnational threats
- Deep knowledge of organized crime as a phenomenon, including its structures, operational methods, and evolving trends
- Practical experience in conducting, supervising, and co-ordinating complex investigations across multiple crime areas, including narcotics, human trafficking, financial and economic crime, money laundering, cybercrime, and other organized criminal activities
- Demonstrated ability to provide high-quality, evidence-based technical advice and strategic guidance to local and international counterparts for the development of programmes, methodologies, and policies aimed at enhancing capacities to tackle serious and organized crime
- Proven experience in providing strategic advice and expert guidance to management and local counterparts on policies, operational approaches, and strategic priorities related to the prevention and combating of serious and organized crime
- Proven experience in designing, implementing, and managing training courses on serious and organized crime for capacity-building purposes, including assessment and evaluation of training effectiveness
- Strong analytical skills, with the ability to assess operational needs, identify patterns and risks, and provide strategic recommendations to management
- Proven experience in project management, including planning, design, budgeting, implementation, monitoring, and evaluation of crime-related projects
- Flexibility and ability to work under pressure, within limited timeframes, and in complex operational environments
- Demonstrated ability to work effectively in diverse, multicultural teams, maintaining impartiality, objectivity, and professional integrity
- Excellent professional skills in drafting, reporting, presentation, and communication
- Competence in using standard IT tools, including Windows applications and e-mail communication
- Professional fluency in English with excellent communication skills; working knowledge of at least one other OSCE region language is an asset
- Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities
- Ability and willingness to work as a member of a team with people of different cultural, religious backgrounds, gender, and political views, maintaining impartiality and objectivity
- Computer literate with practical experience using Microsoft applications
- Proven experience in delivery of train-the-trainer programmes on specialized subject areas related to serious and organized crime (desirable)
- Demonstrated experience in mentoring and advising law enforcement counterparts in operational and investigative capacities related to serious and organized crime (desirable)
- Eight years operational experience in relevant field and specialized subject area (desirable)
- Previous liaison experience with non-law enforcement organizations (desirable)
- Good knowledge of regional political context, history and security developments in South Eastern Europe and Western Balkans (desirable)
- Knowledge of OSCE principles, structures, institutions, field activities and commitments (desirable)
- Practical experience and/or working knowledge of international and regional actors operating in Kosovo, including EULEX, UN, NATO/KFOR, EU institutions, and local authorities (desirable)
- Previous experience working in capacity-building or advisory role in South Eastern Europe (desirable)
