National consultant on on legislative alignment of the Guidance on provision of services to the victims of sexual violence (SV) in health care settings

The consultant will support the Ministry of Health and Medical Industry of Turkmenistan in legal aspects alignment of the Guidance on provision of healthcare services to victims of sexual violence. The role involves editing the document into the precise legal structure required, addressing ministerial comments, and providing advisory support throughout the approval and registration process.

Responsibilities

• Analyze the existing technical guidance draft against the statutory formatting, structural hierarchy, and legal drafting requirements issued by the Ministry of Justice of Turkmenistan for sub-legislative regulatory acts.
• Restructure and edit the text into the official legislative format (categorized by chapters, operational articles, distinct clauses, and official standardized annexes/intake forms).
• Review and categorize all legal feedback from the Ministry of Justice during the review cycles.
• Draft textual adjustments and alternative legal phrasing to meet the Ministry of Justice’s regulatory parameters.
• Conduct targeted virtual working sessions with the MoHMI legal working group to validate the adjusted text before re-submission.
• Deliver the final, formatted legislative document ready for the signature of the Minister of Health and Medical Industry and subsequent registry sealing by the Ministry of Justice.
• Develop final consultancy report.

Requirements

• Advanced University Degree (Master's or Ph.D.) in Law, Public Policy, International Relations, or a highly relevant social science field.
• A Bachelor's degree in Law combined with 9 years of highly specialized experience in legislative drafting may be accepted in lieu of an advanced degree.
• Minimum of 7 years of experience in legal drafting, legislative text editing, or reforming regulatory frameworks within government health or social protection sectors.
• Experience in preparing technical documents or protocols for formal approval by state registry or Ministry of Justice.
• Fluency in written and spoken Turkmen language.
