The National Consultant will provide technical assistance to develop a Draft Circular on the Health Sector Statistical Indicator System in Viet Nam. The role involves reviewing and updating the health statistical indicator system and reporting forms in line with digital transformation priorities and emerging management needs under the supervision of WHO technical staff.
Responsibilities
- Support the Health Statistics Division of the Department of Planning and Finance and other relevant stakeholders to undertake the required tasks under direct supervision of WHO technical staff.
- Produce a draft implementation review report of Circular No. 23 analyzing past performance, identifying gaps, and laying groundwork for revisions.
- Develop the first complete draft of the Circular annexes (statistical indicator system) including updating and supplementing the indicator system and supporting revision of recording registers and reporting forms.
- Organize meetings and workshops to gather stakeholder inputs and participate in technical consultation meetings.
- Prepare the second draft Circular package with supporting documents and consolidated comment response matrix ready for legal appraisals.
- Revise health indicators based on comments from ministries, sectors, provinces, and stakeholders and prepare formal responses following appraisals and reviews.
- Finalize the draft Circular for submission to MOH leadership and ensure all annexes, reporting forms, and guidance materials are aligned and finalized for official promulgation.
Requirements
- Advanced university degree (master's degree or higher) in Public Health, Health Policy, Statistics, Epidemiology, Mathematics, Public Administration, Law, or related disciplines.
- Degree or training in applied statistics is desirable.
- At least 10 years of relevant experience working in public health or statistics.
- Experience in developing statistical indicator set and formulating statistical policies.
- Familiarity with health information systems, statistics, and applying software is desirable.
- Strong project management and organizational skills.
- Excellent written and spoken English and Vietnamese.
