The Protection Officer - GBV & Protection Case Management Supervisor oversees and implements protection case management activities, ensuring quality and adherence to standards. The role includes supervising caseworkers, providing technical guidance, and strengthening relationships with partners in the operational areas.
Responsibilities
- Provide ongoing technical guidance and mentorship to Protection Assistant-GBV caseworkers and Protection Assistant- PCM caseworkers, ensuring adherence to GBV case management principles, the Inter-Agency GBV Case Management Guidelines, and survivor-centered approaches, Protection Case Management Guideline.
- Promote staff well-being by creating a supportive environment and facilitating regular debriefings and reflective practices.
- Implement assigned general protection case management activities in line with international standards, best practices, and DRC protection monitoring guidelines.
- Support case workers during case identification, assessment, planning, intervention, and follow-up for professional case management processes in support of vulnerable beneficiaries.
- Conduct individual supervision sessions with each Protection Assistant- GBV caseworker and Protection Assistant- PCM Caseworkers on a weekly basis, dedicating at least one hour per session to review case progress, discuss challenges, and provide technical feedback.
- Facilitate bi-weekly case management team meetings to encourage peer learning, case conferencing, and team cohesion.
- Perform a thorough review of case files on a bi-weekly basis to ensure the quality, accuracy, and confidentiality of documentation.
- Conduct regular capacity assessments of Protection Assistant- GBV caseworkers and Protection Assistant- PCM caseworkers, identify strengths and gaps, and develop targeted action plans to address performance and learning needs.
- Develop monthly supervision plans in collaboration with each caseworker to prioritize follow-up, capacity building, and mentoring activities.
- Monitor the quality and consistency of data entry into systems, ensuring accurate reporting and data protection protocols are followed.
- Provide direct supervision and mentoring to case management staff, enhancing their technical competencies.
- In collaboration with Case Mgt Specialist, identify training needs and develop capacity-building plans for staff and volunteers involved in Protection Case Management (PCM and GBV case management.
- Deliver training sessions, coaching, and on-the-job support to strengthen staff and volunteers’ understanding of Protection Case Management and GBV guiding principles, case management, psychosocial support, referral pathways, and documentation.
- Provide direct case management support for complex, high-risk, or sensitive cases that require advanced intervention or where additional support is necessary.
- Identify and respond to the needs of direct beneficiaries, coordinating and collaborating with fellow staff and other agencies including government bodies.
- Ensure all interventions uphold the safety, dignity, and confidentiality of survivors and adhere to best practices in survivor-centered response.
- Undertake any other protection-related tasks assigned by the Protection Team Leader, including support in assessments, coordination, reporting, or community-based protection activities as needed.
- Ensure the maintenance and regular update of case management database and other relevant trackers.
- Responsible for entering client data on the DRC Case Management IM system or excel forms in a timely manner.
- Ensure all necessary materials for case management are procured in timely and quality manner.
Requirements
- University degree in social work, Sociology, Psychology, social science, law or other relevant fields from a recognized institution.
- Minimum of 3 years’ experience in PCM/CP/GBV case management supervision.
- Experience in the project locations is strongly preferred.
- Experience in direct implementation of protection case management activities.
- Proven record of community engagement and consultation, such as assessments, trainings, workshops, or awareness sessions.
- Technical understanding of core protection concepts, PCM/GBV prevention and response strategies in line with best practices and ethical data collection and data protection protocols.
- Experience in identifying and responding to needs of particular vulnerable individuals of people of concern based on protection risks, age, gender, and diversity analysis, and/or other criteria.
- Field experience in emergency context is highly desirable.
- Strong planning, organizational, analytical and problem-solving skills with the ability to work both independently and within a team.
- Integrity, strong work ethic, and ability to consistently meet deadlines under pressure.
- Commitment to learning and implementing organizational policies and procedures.
- A sensitive approach to external representation.
- Full proficiency in Microsoft Office, including Word and Excel; proficiency in Kobo and other data collection/analysis tools desirable.
- Excellent skills in speaking, reading and writing English, and Tigrigna.
