The GBV Officer is responsible for planning and implementation of prevention and response GBV activities, capacity building of partners, staff and community based GBV structures, assessments and effective coordination. The role leads and coordinates IRC’s Zonal-level GBV program to prevent violence and discrimination and provide timely and effective responses to survivors of GBV in refugee settings.
Responsibilities
- Plan and implement GBV prevention and response activities in line with IRC strategy and program documents.
- Support protection assessments and ongoing risk analysis to design adequate responses and advocacy points.
- Develop GBV protection approaches and tools in synergy with IRC’s national protection initiatives.
- Maintain and update referral pathways monthly as per SOP.
- Map existing services to address GBV and identify community capacities and structures for partnership.
- Oversee daily quality implementation, monitoring and evaluation of GBV-related projects ensuring adherence to protection standards and IRC guidelines.
- Strengthen prevention and response mechanisms through sensitizations, trainings, IEC materials, and capacity building.
- Develop community awareness activities ensuring targeted and strategic outreach to refugees.
- Facilitate awareness raising and advocate for GBV prevention within communities.
- Ensure GBV Standard Operation Procedures are in place and followed.
- Contribute to quality and timely monthly, quarterly and annual reports.
- Conduct monthly GBV Situational Analysis with partners.
- Ensure timely updating of registered GBV cases in Primero and oversee data collection through GBVIMS.
- Conduct needs/gaps and capacity assessments on GBV with stakeholders and refugee clients.
- Provide regular feedback to Integrated Protection Manager on progress and challenges.
- Document GBV sector monthly reports with in-depth analysis.
- Represent IRC in sector-based and Zonal coordination meetings.
- Coordinate project implementation with partners including referrals and advocacy.
- Liaise with other IRC sectors to integrate GBV interventions.
- Link with legal sector program to increase access to justice for GBV survivors.
- Provide technical and programmatic leadership for GBV case workers and community-based mechanisms.
- Develop staff performance targets and appraise based on set targets.
- Conduct field visits to support GBV response and prevention through mentoring and training.
- Contribute to monitoring and evaluation of projects and interventions.
- Identify and disseminate project successes and challenges.
- Assist in participatory needs and capacity assessments.
- Participate in project evaluations and assist in analysis of results.
Requirements
- University degree in Social Sciences, Community Psychology, and/or Social Work or related field required.
- At least 3 years’ experience working with GBV Survivors, preferably in refugee settings.
- Direct counseling experience with GBV Survivors preferable.
- Knowledge of SASA! and EMAP methodology essential.
- Ability to conduct comprehensive interviews and provide accurate assessments is essential.
- Experience promoting community-level behavior change targeting prevention of SGBV, particularly experience based on activation of community-level structures, refugee leadership bodies, etc.
- Ability to write clear and concise reports for both internal and external use is essential.
- Experience managing project workflow, development of project work plans, and carrying out on site monitoring and evaluation of works conducted essentially.
- Must be fluent in written and spoken English and the language of the local population.
- Motorbike riding experience and a valid riding permit are added advantages.
