The Fund Director leads the Access to Health Fund Management Office in Myanmar, providing strategic direction and ensuring effective delivery of health programmes aimed at improving outcomes for vulnerable populations. The role involves stakeholder management, fund office management, programme performance oversight, portfolio integration, advocacy, and knowledge management in a complex and challenging environment.

Responsibilities

  • Establish and maintain solid working relationships with the Fund Board, partners, and key stakeholders.
  • Manage communications regarding Fund activities, progress, and exceptions.
  • Advise partners on issues impacting achievement of outcomes.
  • Assist in developing and implementing strategies to maximize Fund impact.
  • Collaborate with Senior Management Team to build strong stakeholder relationships.
  • Monitor programme progress strategically and provide updates to the Fund Board.
  • Maintain Risk Matrix and manage risks effectively.
  • Provide timely information and support to the Fund Board for informed decision-making.
  • Represent A2H at meetings and support resource mobilization efforts.
  • Facilitate effective communication and coordination among stakeholders.
  • Leverage support across the Country Office portfolio to implement Fund strategy.
  • Seek guidance on political, social, and economic contexts and adapt strategies accordingly.
  • Oversee budget, cash flow, expenditures, and financial integrity including fiduciary oversight and safeguarding.
  • Ensure alignment of work planning with targets and priorities.
  • Strengthen M&E systems to track performance and impact.
  • Ensure effective administrative management and compliance with audit requirements.
  • Oversee procurement processes adhering to policies and standards.
  • Foster a collaborative, high-performing work environment.
  • Ensure effective resource allocation and financial management within the Fund Office.
  • Oversee programme performance and delivery ensuring alignment with UNOPS office.
  • Authorize and monitor work packages and recommend budget revisions to the Fund Board.
  • Promote good practice in programme design, implementation, and M&E.
  • Lead localisation strategy and partner capacity development.
  • Identify and address challenges and risks affecting programme performance.
  • Support the “One Country Office” vision by reducing silos and enhancing portfolio coherence.
  • Contribute to strengthening cross-fund collaboration and integrated reporting.
  • Promote synergies and joint planning across funds and programmes.
  • Advocate for external support to vulnerable populations and represent the Fund in donor engagements.
  • Communicate Fund impact and promote achievements and lessons learned.
  • Lead innovation and continuous improvement initiatives.
  • Support capacity building of personnel, partners, and stakeholders.
  • Share knowledge to ensure coordinated corporate delivery and synergies.

Requirements

  • Masters degree or equivalent with 10 years of relevant experience.
  • Bachelor's degree or equivalent with 12 years of relevant experience.
  • At least 10 years of progressively responsible experience in programme/project management in public health.
  • Solid experience in understanding health systems and managing large health-related programmes at a strategic level with financial oversight.
  • Solid practical experience in working with the UN, non-governmental organizations, public sector and/or civil society.
  • Project Management Certification (e.g., PMP, PRINCE2) (desired).
  • Knowledge and experience of working in Myanmar (desired).
  • Previous experience in South and/or South-east Asia (desired).
  • Experience and understanding of working in conflict-affected areas (desired).
  • Knowledge of public sector financial rules, procurement and/or grant-making practices (desired).
  • Prior experience in public health policy dialogue/development at a high level (desired).
  • Knowledge of aid architecture in health with previous experience working in the context of Fund/Grants Management (desired).
  • Fluent proficiency in English is required.
