The Human Resources and Travel Associate is responsible for the transparent and efficient execution of Human Resources and Travel Management services. The role includes providing HR support, coordinating recruitment, managing travel services, and ensuring compliance with UN and UNOPS policies.

Responsibilities

  • Ensure full compliance of HR processes and records with UN and UNOPS rules, regulations, policies and strategies.
  • Provide HR support related to leave, absence monitoring, monthly payroll and non-payroll processing, Identity Card processing, letters of Introduction, induction and separation processing.
  • Coordinate recruitment process for local and international consultants.
  • Draft terms of reference for submission to review bodies.
  • Ensure proper outreach and advertisement to attract a diverse and gender balanced workforce.
  • Review incoming requests and documentation relating to recruitment, contract extensions, reassignments and separation of individual contractors.
  • Monitor personnel absence and facilitate personnel ID issuance and/or renewal.
  • Provide advice to personnel on their conditions of service.
  • Provide induction and orientation training for newly recruited personnel.
  • Ensure timely receipt of signed contracts and personnel documents for HR records.
  • Initiate contract requests in OneUNOPS.
  • Maintain and update HR database and personnel files.
  • Serve as initial point of contact for travel needs, including compliance, regulations, and policy guidance.
  • Advise supervisor on status of pending requests and deadlines.
  • Contribute to knowledge-sharing and capacity-building initiatives including dissemination of HR communications and SOPs.
  • Validate and research flight options/routes for cost savings and compliance with travel policy.
  • Facilitate submission and approval of quarterly travel plans.
  • Prepare and review Travel Authorizations and ensure travel claims are documented.
  • Assist in domestic and international bookings, visa requirements, and travel entitlements.
  • Process visa requests and liaise with travel agents and national missions.
  • Register all travels in UNOPS Intranet according to SOPs.
  • Maintain an up-to-date travel directory.
  • Maintain contact and dialogue with Government Ministries on Protocol matters and advise management.
  • Draft correspondence related to Protocol.
  • Undertake activities with diplomatic and consular services on visa issuance.
  • Process residency and work permits, driver licenses, UN IDs, and duty-free for eligible personnel and dependents.
  • Advise travelers on visa requirements and prepare documentation for entry/exit visas and travel permits.
  • Facilitate clearance of UNOPS consignments and shipments.
  • Manage VAT and custom duty exemptions and reimbursements.
  • Support program team in follow-up with ministries on fund transfers.
  • Arrange to meet and see off VIP passengers and facilitate immigration and customs formalities.
  • Establish and maintain monitoring tool for protocol issues.
  • Maintain up-to-date contact details of ministries and local authorities.
  • Continuously follow up with Government offices on policies related to visas, work permits, tax exemptions, customs clearing and advise UNOPS staff.
  • Prepare guidance notes and SOPs on protocol issues.

Requirements

  • First level university (Bachelor’s Degree or equivalent) with a minimum of two (2) years of relevant experience.
  • High school diploma with 6 years of relevant experience.
  • Relevant experience is defined as experience in Administration, Human Resources, Travel Management or any other related field.
  • UN or international NGO experience is desirable.
  • Fluent in English.
  • Fluent in Arabic.
