The Director of People and Culture is a senior executive coordinating the full spectrum of human resources while shaping and sustaining a strong, values-driven organizational culture at the Green Climate Fund. The role leads change management efforts, fosters engagement and resilience, and ensures a cohesive, high-performing workforce aligned with GCF’s mission and strategic priorities.

Responsibilities

  • Define and deliver a forward-looking people and culture strategy aligned with the mission of the Green Climate Fund, leading the transformation and implementation of a new HR operating model to enhance organizational effectiveness and service delivery
  • Coordinate organizational restructuring and workforce planning initiatives, ensuring alignment between structure, roles, and business priorities, while driving effective change management to support transformation
  • Oversee efficient, high-quality HR service delivery through a centralized operations model, leveraging digital systems and clear service standards
  • Ensure robust HR governance frameworks, policy integrity, and compliance with staff regulations, proactively managing risks and engaging with oversight bodies
  • Foster a supportive, inclusive, and high-performing culture that prioritizes staff well-being, engagement, and accountability, while overseeing integrated talent management across the employee lifecycle
  • Drive data-informed decision-making through workforce analytics, enabling strategic planning, organizational performance monitoring, and resource optimization
  • Act as a trusted advisor to senior leadership on people, culture, and organizational matters, while maintaining strong staff-management relations and partnerships
  • Represent the Fund externally and strengthen its position as an employer of choice through strategic talent acquisition and global HR thought leadership

Requirements

  • Advanced university degree (Masters) in Human Resources, Business or Public Administration Management or equivalent; A First Level University degree with additional 2 years of relevant experience may be accepted in lieu of the Masters degree requirement
  • At least 18 years of progressively responsible HR experience in private or public organizations with an international workforce; at least 10 years of managerial experience
  • Demonstrated expertise in Strategic Human Resources Management developed through significant experience at a senior level in multilateral organizations, international development and/or non-governmental organizations
  • Experience in identifying and managing people-related organizational risks
  • Proven ability to provide authoritative, forward-looking advice concerning management strategies, services and systems design and implementation in relationship to staffing issues
  • Demonstrated commitment to the provision of quality services to clients and to innovation, learning and knowledge sharing towards capacity development
  • Demonstrated track record of working collaboratively with internal and external partners and promoting a psychologically safe and nurturing work environment
  • Strong interpersonal skills with demonstrated experience in leading and managing high performing teams
  • Experience in climate change, sustainability and international development issues is an advantage
  • Fluency in both written and spoken English; knowledge of one or more other languages is desirable
  • High level of commitment to values of inclusion and sustainable development
