The Structural Engineer will provide technical assistance to strengthen the management of educational infrastructure projects for indigenous and Quilombola communities in Brazil. The role involves supporting the diagnosis, risk assessment, and strategic negotiation processes to improve project execution and reduce stalled or unfinished construction works.
Responsibilities
- Provide technical assistance to strengthen the management of the Coordinated Action Plan (PAR) for educational infrastructure projects
- Support diagnosis of PAR processes and risk assessment mechanisms
- Contribute to the development of strategic roadmaps for negotiation with federal entities
- Assist in improving technical assistance models and agreements to reduce stalled or unfinished construction projects
- Support the internalization of methodologies and tools for planning, monitoring, execution, and ex-post evaluation of infrastructure projects
- Contribute to the management of Health, Safety, Security, Environment and Social Development (HSSE) aspects related to school construction projects in indigenous and Quilombola communities
- Participate in meetings and coordinate with stakeholders to ensure project objectives are met
- Provide technical inputs for the completion of unfinished works and strengthening of operational capacities of state and municipal teams
Requirements
- Contract type: ICA - LICA - Specialist - Retainer
- Contract level: LICA 8
- Must have the possibility to work from home with an adequate environment, own laptop, software, and internet connection
- Availability to participate in meetings during business hours
- Availability for travel; UNOPS will cover travel costs according to procedures and rules
- Experience in structural engineering related to construction projects, preferably in educational infrastructure
- Ability to support diagnosis and risk assessment of construction projects
- Experience in technical assistance and project management for infrastructure works
- Knowledge of Health, Safety, Security, Environment and Social Development (HSSE) management in construction projects
- Ability to support negotiation and strategic planning processes
- Fluency in Portuguese and English is desirable
