The Finance and Budget Assistant supports the Payroll and Accounts Payable Section in the Division of Administration, Department of Operational Support. The role involves assisting in budget preparation, financial reporting, claims processing, and financial transactions, ensuring compliance with UN financial rules and regulations.

Responsibilities

  • Assists in the preparation of supporting documents for budget proposals and cost estimates.
  • Supports Finance/Budget Officers in extracting and analyzing expenditure reports from computerized databases.
  • Assists in development of resource requirements and budget performance submissions.
  • Researches and compiles data for budget reviews and intergovernmental bodies.
  • Prepares pre-encumbrances and obligations in UMOJA and reviews fund availability.
  • Assists in drafting financial sections of reports to the Security Council and other UN bodies.
  • Assists in financial backstopping of trust funds and monitoring voluntary contributions.
  • Verifies accuracy of input data and reviews draft budget reports for consistency and compliance.
  • Verifies and prepares payments to third parties and processes travel claims and expense reports.
  • Generates travel claims and budgetary reports using office software.
  • Monitors and reviews open items in travel claims and investigates erroneous charges.
  • Records and reconciles complex accounting transactions and bank accounts.
  • Assists in processing payments to governments, vendors, and staff entitlements.
  • Drafts correspondence and responds to queries related to financial and budget matters.
  • Maintains up-to-date files and provides administrative support to the unit head and Finance/Budget Officers.

Requirements

  • High school diploma or equivalent is required.
  • A minimum of five years of experience in accounting, finance, budget, administrative services or related area is required.
  • The minimum years of relevant experience is reduced to three years for candidates who possess a first-level university degree or higher.
  • Experience in the use of Enterprise Resource (ERP) systems, such as Umoja, SAP, or equivalent is required.
  • Experience in processing payroll or vendor/travel claims settlement in an international organization is required.
  • Experience using a Customer Relationship Management tool such as iNeed is desirable.
  • Experience with Staff Rules and Regulations including entitlements and Financial Regulations, Rules and procedures of the United Nations or similar international organization is desirable.
  • English is required at UN Level III for reading, writing, listening, and speaking.
