The GCF Liaison Officer acts as the primary liaison between the GCF Secretariat and Côte d'Ivoire, supporting the NDA or relevant agency in climate action matters. The role involves coordination with stakeholders to facilitate programming, accreditation, readiness support, project preparation, and implementation to accelerate climate investments.

Responsibilities

  • Engage/assist the NDA in co-developing draft TOR for readiness support in coordination with the GCF Secretariat.
  • Assist the NDA to facilitate stakeholder engagement through transparent and effective communication with relevant country stakeholders including ministries, private sector, civil society, and others.
  • Assist in completing the Financial Management Capacity Assessment (FMCA) form if required.
  • Support the NDA with adaptive management requests as required.
  • Contribute to midterm reviews of readiness activities and provide input for adjusting TORs as needed.
  • Contribute to capacity-building by imparting skills and knowledge to the NDA and relevant stakeholders to develop and implement climate investments.
  • Provide advice, guidance and clarifications to the NDA, accredited entities, and other stakeholders on GCF policies and procedures.
  • Assist the NDA in the development of project ideas, concept notes and funding proposals for public and private sectors.
  • Facilitate stakeholder discussions to gather necessary information throughout project cycle stages.
  • Support coordination of No Objection Letter processes ensuring timely communication with Accredited Entities and the GCF Secretariat.
  • Maintain regular communication with accredited entities to report to the GCF Secretariat and resolve issues during implementation.
  • Support preparation of country portfolio results reporting as required by the GCF Secretariat.
  • Assist the NDA in organizing relevant events to showcase GCF results.

Requirements

  • Advanced university degree in climate change, environmental sciences, development studies, economics, public policy, public administration, project/programme management, engineering, climate finance, or related fields.
  • At least eight years of progressively responsible experience in climate change, sustainable development, environmental governance, public policy, development finance, programme management, or climate finance related initiatives.
  • Proven experience in institutional strengthening and capacity-building within developing economies, demonstrating the ability to enhance stakeholders' capabilities in addressing development issues.
  • At least five years of experience in developing, coordinating, reviewing or supporting funding proposals, concept notes, investment cases, strategic programmes or donor-funded initiatives related to climate change, environment or sustainable development.
  • Experience in addressing climate change issues in Côte d'Ivoire, providing a deep understanding of the local context and challenges.
  • Demonstrated ability to coordinate and engage with multiple stakeholders, reflecting strong interpersonal skills and the ability to foster cooperation among diverse groups.
  • Excellent communication skills, both written and oral, complemented by outstanding presentation abilities, enabling effective dissemination of information and ideas to diverse audiences.
  • Experience working with or within international organizations, multilateral institutions, development finance institutions, or international development programmes supporting climate action, sustainable development or environmental governance would be an asset.
  • Fluency in English and French is required; knowledge of other United Nations languages is also appreciated.
  • Ability to work effectively in a multicultural and multidisciplinary environment, demonstrating cultural sensitivity and adaptability.
