The ICT Specialist supports the Medical Insurance Section and UNSMIS by translating business requirements into technical solutions, performing quality assurance and testing, and developing documentation and training materials. The role ensures delivery of services that meet user needs and align with UN policies and standards.

Responsibilities

  • Act as focal point for translating user needs into clear requirements and bridging the technical divide between developers, IT personnel, business owners and product users.
  • Provide guidance to clients by analyzing requirements and supporting translation into new applications; determine application systems integration and linkage issues.
  • Research, analyze and evaluate new technologies and suggest deployment to supervisors.
  • Perform end-to-end quality assurance including test development, planning, implementation, evaluation, validation pre- and post-release, defect and enhancement management, test cycle management and supervision of testers.
  • Develop detailed system and functional specifications and user documentation for major systems.
  • Design and build data models/databases, data warehouses and tools to integrate and store data from multiple sources; support design and implementation of ETL processes.
  • Maintain, upgrade or enhance existing user systems; troubleshoot and provide continuing user support including resolving difficult problems, advising on new techniques, and monitoring system performance and effectiveness.
  • Develop workflows, SOPs, system documentation, training materials, operating and user manuals; train staff in assigned systems; prepare disaster recovery plans and ensure appropriate planning and training.
  • Participate in writing reports and papers on system-related topics, system requirements, and information strategy.
  • Perform other duties as reasonably required within the scope of services.

Requirements

  • Advanced university degree (Master’s degree or equivalent) preferably in information technology, computer science, engineering, statistics, or in a related field with 5 years of relevant experience OR a first level university degree (Bachelor’s degree or equivalent) preferably in information technology, computer science, engineering, statistics, or in a related field with 7 years of relevant experience.
  • ITIL Certification is desirable.
  • Project Management Professional (PMP) certification is desirable.
  • Experience acting as a focal point for translating user needs into clear requirements and bridging the technical divide between developers, IT personnel, business owners and product users.
  • A minimum of four (4) years of experience in end-to-end quality assurance, including test development and planning, test implementation, test evaluation and validation pre- and post-release, managing defects and enhancements, managing test cycles and supervising testers.
  • A minimum of four (4) years of experience in developing workflows, SOPs, system documentation, user guides, and training new users.
  • Experience in the launch of new databases and applications is desirable.
  • Experience managing development, product and user teams across different offices is desirable.
  • Experience improving workflow, accuracy, traceability, interoperability, and data integration across different systems is desirable.
  • Experience in change management projects, including communication plans and stakeholder engagement, is desirable.
  • Experience developing tools to capture and present metrics, user feedback, and incident trends to help prioritize and improve processes and tools is desirable.
  • Fluent English language proficiency is required.
