The Human Resources & Administration Officer will contribute actively to the realization of NRC's vision by ensuring good HR and administrative management at the Adré base to meet mission requirements. The role involves managing HR processes, supporting staff capacity building, and ensuring compliance with NRC policies in a complex humanitarian context.
Responsibilities
- Ensure adherence to NRC policies, manuals and guidelines.
- Implement delegated support functions related to the action plan.
- Write reports on support activities progress as requested by supervisor or management.
- Ensure proper archiving of personnel documents and files.
- Encourage and propose improvements for support functions.
- Supervise delegated personnel.
- Collect data for payroll preparation monthly.
- Manage recruitment process according to procedures.
- Monitor contract periods of Adré office staff.
- Update and archive personnel files on SharePoint in compliance with NRC guidelines.
- Ensure personnel files are well organized and compliant with NRC standards.
- Organize and monitor staff training.
- Support performance management process and maintain updated tracking database.
- Manage administrative follow-up of staff: social security registration, contract management, leave and sick leave tracking, and update zone database for Coordinator.
- Support Manager in implementing national staff capacity building policies and HR initiatives.
- Act as HR focal point in Adré providing technical support to staff on HR matters.
- Support HR Coordinator in working with staff delegates.
- Report issues related to Labor Code, Code of Conduct and other guidelines to HR Manager or Area Manager.
- Coordinate with HR Coordinator to liaise with partners and key HR institutions.
- Maintain and update leave, contracts and staff list tracking tables.
- Ensure monthly payroll and timesheet signatures and proper physical and electronic archiving.
- Provide monthly HR situation reports to line manager.
Requirements
- Experience in Human Resources in a similar role and humanitarian context.
- Bachelor's degree in Human Resources Management, Business Administration, Law, Social Sciences or equivalent field.
- At least three (3) years of professional experience in Human Resources Management in complex and unstable contexts or with international NGOs.
- Proven results in responsibilities related to the position.
- Fluency in French; good knowledge of English is an asset.
- Good knowledge of Word, Excel, PowerPoint, Teams and internet.
- Ability to speak in front of varied audiences.
- Strong writing skills.
- Ability to work within a multicultural organization with members from diverse cultures and backgrounds.
