UNICEF seeks a consultant to update the Baby-Friendly Hospital Initiative (BFHI) Policy and assess accredited hospitals in the West Bank. The role involves policy assessment, updating per international guidelines, hospital visits, and delivering specified outputs to strengthen BFHI implementation and integration into national health systems.

Responsibilities

  • Support the update of the Baby-Friendly Hospital Initiative (BFHI) Policy in line with global guidance
  • Develop a standardized accreditation and reassessment system adapted from Ministry of Health tools
  • Assess compliance of BFHI-accredited hospitals in the West Bank
  • Identify system-level and facility-level gaps in BFHI implementation
  • Develop actionable recommendations and an implementation roadmap to strengthen BFHI quality, sustainability, and system integration

Requirements

  • Master’s degree in public health, nutrition, or related field
  • 7+ years of relevant experience in public health, nutrition, nursing or relevant programs
  • Proven experience with BFHI or Breastfeeding Programs in the country
  • Experience with policy development and health systems
  • Experience working with Ministries of Health, government institutions, or UN agencies
  • Experience supporting the development of national strategies, guidelines, or standard operating procedures (SOPs), particularly in the health or nutrition sectors
  • English and Arabic language proficiency
  • Proven experience with BFHI or breastfeeding programs
  • Experience with policy development and health systems
  • Strong analytical skills
  • Familiarity with WHO/UNICEF frameworks (desirable)
  • Field assessment experience (desirable)
  • Stakeholder facilitation (desirable)
