The Regional Project Manager will provide high-level project management support for the implementation of UNDP’s urban resilience portfolio in Central Asia. The role involves coordinating project activities, managing teams, ensuring quality delivery of results, and fostering partnerships to enhance climate resilience and disaster risk reduction in urban areas.
Responsibilities
- Coordinate overall management and implementation of the urban resilience portfolio for the achievement of both project targets and results.
- Liaise with the relevant Project Boards and members to assure overall direction and integrity of the project.
- Plan activities in line with approved project documents and monitor progress against results framework and workplan.
- Mobilize personnel, goods and services to initiate activities, including drafting terms of reference and overseeing contractors’ work.
- Provide strategic guidance and management oversight to project teams, reviewing progress reports, deliverables, disbursements and budgets.
- Carry out regular follow-up and monitoring of implementation activities and risks.
- Coordinate preparation and provide technical inputs for project implementation with key partners including UNDP Country Offices and national governments.
- Manage financial resources, accounting, and prepare quarterly financial reports.
- Manage and monitor project risks and ensure compliance with UNDP’s Social and Environmental Screening Standards.
- Prepare annual workplans, progress reports, mid-term and terminal evaluation reports for Project Boards.
- Ensure timely and quality implementation of safeguards management measures.
- Address project issues raised by Project Boards.
- Share relevant information on project achievements with interested parties.
- Ensure all project deliverables are produced satisfactorily and notify operational completion to Project Boards.
- Manage reimbursement or re-programming of remaining funds upon project finalization.
- Provide direction and guidance to project team and consultants.
- Identify sustainability and follow-on actions for Project Boards’ consideration.
- Ensure cohesion and coordination between project components and provide quality assurance of technical work.
- Support national project coordinators in managing delivery of project results.
- Ensure good coordination and collaboration with suppliers, beneficiaries, stakeholders and partners.
- Lead development and implementation of project communication and visibility measures.
- Contribute to UNDP publications, presentations, websites, newsletters and outreach products.
- Organize regional technical events and disseminate project findings and results.
- Participate in national and international fora and disseminate lessons learned.
- Ensure consistency between project elements and related activities funded by other donors.
- Collect and analyze lessons learned and design replication strategies.
- Build and maintain partnerships with national, regional and international partners.
- Organize and lead learning and knowledge exchange activities under the project.
- Ensure management and administrative requirements of partners and donors are adhered to and coordinate preparation and submission of progress reports.
- Provide quality assurance to project deliverables and knowledge management products.
- Communicate and advocate project results at conferences, meetings and relevant fora.
- Perform other duties as necessary for efficient functioning of the Office and Organization.
Requirements
- Advanced degree (Master´s degree or equivalent) in Economy, Development, Governance, Natural Sciences, Business Administration, Urban Studies, Environmental Studies, Disaster Risk Reduction, Engineering or related disciplines is required.
- A first-level university degree (Bachelor’s degree) in the above mentioned fields in combination with additional two years of qualifying experience will be given due consideration in lieu of the advanced university degree.
- Minimum 5 years (with Master’s degree) or 7 years (with Bachelor’s degree) of proven track record experience in project management in the area of environment, economy, urban resilience, disaster risk reduction, climate change, urban/environmental planning, land use and physical planning.
- Prior experience in managing technical and administrative teams is required.
- Experience in developing partnerships with national and international partners is required.
