The Logistics/Administrative Clerk provides logistics and administrative assistance for program implementation and management, including secretarial support, financial tracking, transport and stock management, and compound safety under the supervision of the Sub Office Coordinator in South Sudan.

Responsibilities

  • Track the status of authorised funds daily for all polio-related activities including financial reports after each round of SIAs, NTAs, and hub running expenses.
  • Disburse funds for all polio activities strictly adhering to WHO procedures.
  • Ensure and account for the monthly payment of salary to all field staff.
  • Manage transport resources and ensure use of WHO standard Vehicle Log book for each mission.
  • Compile monthly report for fuel and kilometres consumption and ensure all operated cars are covered by 3rd party insurance.
  • Select local car rental company through LTA with competitive bidding for exceptional transport needs.
  • Manage fuel stock efficiently and cost-effectively.
  • Monitor car mileage to initiate regular service maintenance and ensure adherence to WHO South Sudan Driver Policies.
  • Ensure good warehousing practice including stock cards, management of expiration dates, handling and stacking standards.
  • Provide monthly warehouse volume capacity reports and maintain records of supply distribution and consignment lists.
  • Conduct quarterly physical inventory and report outcomes to WCO logistic officer.
  • Communicate lists of supplies and assets for disposal to WCO country office when required.
  • Implement and maintain a comprehensive Fixed Asset Register and asset accountability records.
  • Manage office compound safety and security, ensure necessary materials are in place, and maintain cleanliness and neatness.
  • Express needs for hardware supplies not available locally to the WCO South Sudan logistic officer.
  • Perform other related duties as required or instructed.

Requirements

  • Completion of Secondary education or equivalent technical or commercial education with specialization in accounting, budgeting or finance.
  • Diploma, Degree or higher education in administration, accounting or finance will be an advantage.
  • At least 2-4 years of administrative experience, preferably in program and project coordination and implementation, or related administrative, finance, or logistics work.
  • Relevant experience in the WHO, UN, or other international organizations is desirable.
  • Expert-level knowledge of English is required.
  • Computer literacy (Microsoft Office, Lotus Notes, and Internet) is essential.
