The National Consultant will contribute to the delivery of an independent, high-quality final evaluation of the UNSDCF 2023–2027 in Libya, providing credible findings, conclusions and actionable recommendations to inform UN strategic positioning and future programming. The role involves supporting inception activities, data collection, analysis, and reporting phases under the supervision of the International Evaluation Team Leader and Evaluation Manager.

Responsibilities

  • Support the implementation of the UNSDCF evaluation process in line with UNEG norms and standards under the supervision of the Team Leader/International Consultant and in coordination with the United Nations Resident Coordinator’s Office (RCO).
  • Conduct desk reviews of strategic, programmatic, and policy documents relevant to the Cooperation Framework.
  • Assist in mapping stakeholders and organizing consultations, interviews, focus group discussions, and workshops.
  • Participate in field visits and support data collection activities in selected regions of Libya.
  • Collect, compile, and analyze qualitative and quantitative information from various sources.
  • Provide contextual analysis of national development priorities, governance structures, and UN partnerships in Libya.
  • Support drafting and editing of evaluation deliverables, including background notes, presentations, and sections of reports.
  • Assist with translation and interpretation between English and Arabic, where required.
  • Contribute to validation processes and incorporation of stakeholder feedback into evaluation outputs.
  • Ensure all work is conducted in accordance with principles of gender equality, human rights, disability inclusion, and Leave No One Behind.
  • Ensure confidentiality and ethical handling of information collected during the evaluation process.

Requirements

  • Advanced university degree (Master’s or equivalent) in evaluation, development studies, social sciences, public policy, economics, political science, international relations, statistics, or a related field is required.
  • A first-level university degree, combined with an additional two (2) years of relevant experience, may be accepted in lieu of a Master's degree.
  • At least 3 years of relevant professional experience is essential, including previous substantive involvement and experience in designing, monitoring, evaluation/review of development projects and/or outcome levels of programme implementation in related fields with the UN in Libya.
  • Excellent knowledge of the UN system and the UN common country programming processes is desirable.
  • Proven ability to engage senior government officials, development and humanitarian partners, and UN leadership, and to facilitate high-level stakeholder consultations is desirable.
  • Specialized experience and/or methodological/technical knowledge, including some specific data collection and analytical skills, particularly in the following areas: understanding of human right-based approaches to programming; gender considerations; environmental sustainability is desirable.
  • Knowledge and experience in Results Based Management (RBM) principles; logic modelling/logical framework analysis; quantitative and qualitative data collection and analysis; participatory approaches is desirable.
  • Knowledge of the country’s social, political and development context including governance and development systems at the national and sub-national level is desirable.
  • Ability to work effectively as part of a multidisciplinary evaluation team and contribute to deliverables under tight timelines is desirable.
  • Excellent command of Arabic (spoken and written).
  • Good working knowledge of English.
  • Absence of any conflict of interest, including recent involvement in the design or implementation of the Cooperation Framework or relationships that could compromise independence. Any potential conflict of interest must be declared during the selection process.
