The Senior Project Manager will lead and manage a World Bank-funded energy infrastructure project in Papua New Guinea, ensuring successful delivery within scope, budget, and timeline. The role involves strategic planning, stakeholder management, technical oversight, and coordination with key partners such as PNG Power Ltd and the World Bank.

Responsibilities

  • Develop, complete and update the project implementation plan.
  • Implement the approved plan within tolerances set by the Project Board, including infrastructure design development and coordination of design reviews.
  • Embed sustainability dimensions including social, gender, environmental, and economic aspects into the project life span.
  • Manage production of required outputs, overall progress, and resource use, initiating corrective actions as necessary.
  • Ensure quality compliance of work packages and deliverables.
  • Liaise with external suppliers or account managers to ensure quality and timely delivery of outputs.
  • Manage acceptance and delivery of work packages.
  • Monitor project progress, control variances, and manage changes.
  • Identify and advise senior management and project board on mitigating project risks.
  • Identify and report potential opportunities for UNOPS.
  • Comply with organizational policies and standards, maintaining updated project information in management systems.
  • Ensure adherence to applicable local laws, international regulations, and technical standards.
  • Prepare and adapt plans for approval by the project board and manage baselines.
  • Manage reporting obligations as defined in implementation plans and legal agreements.
  • Maintain orderly project documentation for accessibility and audit support.
  • Understand and apply UNOPS financial rules and regulations, ensuring compliance with policies and ethics standards.
  • Provide formal handover of the project to closure manager when applicable.
  • Support project audit activities including planning, preparation, coordination, and follow-up on observations and recommendations.
  • Include results framework and M&E plan in project implementation plan with defined indicators and targets.
  • Prepare and issue regular project and financial reports per partner and UNOPS requirements.
  • Review project status and evaluate performance criteria regularly.
  • Maintain diaries and progress reports as required by UNOPS procedures.
  • Provide oversight and analysis of delivery data within dashboard systems.
  • Ensure project team members track and update milestones and targets regularly.
  • Develop stakeholder engagement strategies and plans.
  • Establish and maintain effective communication channels with project stakeholders including World Bank and PNG Power Ltd.
  • Establish frameworks for interaction and strategic relationships with key partners.
  • Establish solid working relationships with project board, clients, and stakeholders.
  • Formulate project communication plans and monitor their effectiveness.
  • Coordinate stakeholder engagement and communication ensuring effective timing and management.
  • Ensure stakeholders are aware of project activities, progress, and exceptions and can accept handover outputs.
  • Ensure projects comply with audit requirements and coordinate quality reviews of project documents and deliverables.
  • Provide quality control for management outputs such as project documents and reports.
  • Interact with other project managers and the wider PM community to share lessons learned and best practices.
  • Stay updated with latest professional practices and participate in training to advance proficiency.
  • Ensure timely sharing of lessons learned.
  • Provide feedback to corporate practice and functional groups on policies and systems for continuous improvement.
  • Organize and structure the project team with clear roles and responsibilities.
  • Provide guidance, direction, and support to the project team.
  • Lead and motivate the project management team and manage performance.
  • Conduct fair and timely performance reviews.
  • Select, recruit, and train project teams considering gender parity and diversity.
  • Ensure safety and security for all project personnel in compliance with UNDSS standards.

Requirements

  • Bachelor’s degree (or equivalent) in Engineering, Business Administration, or related fields with 9 years of relevant experience OR Master’s degree (or equivalent) in any of the above or related fields with 7 years of relevant experience is required.
  • Technical/Professional License.
  • A globally or nationally recognized professional certificate in Project Management (e.g., PMP, PRINCE2) is desired.
  • Relevant experience in project management, focusing on energy infrastructure projects or related areas.
  • Proven experience managing complex projects with multiple stakeholders, including government agencies and international organizations.
  • Demonstrated experience leading and managing multidisciplinary teams.
  • Experience working in multicultural environments or UN system organizations in a developing country is desired.
  • Experience working in developing countries, particularly in the Asia-Pacific region.
  • Experience in development or humanitarian contexts is desired.
  • Experience with World Bank-funded projects.
  • Fluent English language proficiency.
