The OSCE Transnational Threats Department's Strategic Police Matters Unit is seeking consultants to join a roster of experts supporting the implementation of the project "Capacity-building on Combating Cybercrime in Central Asia: Phase II". Consultants will support activities including training delivery, development of educational materials, policy advice, and technical assistance related to cybercrime and electronic evidence.
Responsibilities
- Contribute to the conceptualization and strategic and operational planning of activities under the project
- Support the organization and delivery of activities including logistical and administrative support
- Contribute to the development of training materials, standard operating procedures, guidelines and manuals on investigating and prosecuting cybercrimes and electronic evidence
- Provide written inputs to preparation of concept notes, agendas, meeting summaries, reports, roadmaps and other documents related to OSCE activities on cybercrime
- Translate educational resources and guidance materials on cybercrime and electronic evidence from English into Russian
- Conduct research on legislative frameworks related to cybercrime and electronic evidence across the OSCE area
- Co-operate with other experts, OSCE field operations, institutions and project partners, adapting content to regional or national contexts in Central Asia
Requirements
- Second-level university degree in computer science, criminal law, cybercrime or a related field
- A minimum of 3 years of relevant professional experience, preferably in the field of criminal justice, law enforcement or project management
- Previous experience of working on criminal cases related to cybercrime and/or electronic evidence
- Previous experience of working for international organizations or international projects
- Professional fluency in English and Russian
- Previous experience of working with law enforcement agencies in Central Asia would be a distinct asset
- Flexibility and ability to work under time pressure to meet tight deadlines
- Demonstrated gender awareness and sensitivity, an ability to integrate a gender perspective into tasks and activities
- Ability to establish and maintain effective and constructive working relationships with people of different national and cultural backgrounds while maintaining impartiality and objectivity
- Computer literate with practical experience using Microsoft applications
