The Associate Legal Officer supports the Office of Legal Affairs by providing legal support and advice to OSCE field operations and Institutions. The role involves conducting legal research, analysis, and providing preliminary interpretation of legal instruments relevant to the OSCE's functions and activities.
Responsibilities
- Provide general legal support and advice to OSCE field operations and Institutions under guidance from senior legal specialists.
- Conduct research and analysis on legal issues relating to the functions, structure and activities of the OSCE.
- Collaborate with colleagues across the Organization to obtain information and assist in servicing meetings.
- Carry out research and prepare drafts on legal issues including constitutional, international, public, private and administrative law.
- Select and analyze relevant international and national legal materials for reports, studies or reference.
- Provide preliminary interpretation of legal instruments such as constitutions, statutes, treaties, agreements, regulations, rules, and resolutions.
- Give legal advice on issues of limited scope such as application of laws or administrative rules and regulations.
- Provide secretariat services to committees and bodies including preparing background materials, reports, papers, synthesizing views, preparing drafts of legal instruments, and reviewing legal aspects of draft letters and agreements.
- Perform other duties as assigned.
Requirements
- First-level university degree in law with specialization in public international law.
- A minimum of four years of professional-level experience, including a minimum of two years with a governmental organization or international organization (two years with second-level university degree).
- Demonstrated research, analytical and problem-solving skills, including ability to identify and resolve issues, establish rapport, and apply good judgment.
- Professional fluency in English with excellent oral and written communication skills.
- Good command of German and/or Russian is desirable.
- Demonstrated gender awareness and sensitivity, and ability to integrate a gender perspective into tasks and activities.
- Ability and willingness to work as a member of a team with people of different cultural, religious backgrounds, gender, and political views, maintaining impartiality and objectivity.
- Computer literate with practical experience using Microsoft applications (Outlook, Word, Excel, PowerPoint) and internet.
