The Programme Specialist, Care, is responsible for planning, implementing, and managing UN Women interventions under the Transform Care global Initiative. The role involves technical, capacity building, and policy support to develop and manage strategic partnerships, especially with European partners, to advance the care agenda and resource mobilization.
Responsibilities
- Design and develop programme strategies in the area of care, focusing on those supported by European partners.
- Develop programme strategies integrating care with economic empowerment, climate, and social justice.
- Draft inputs to country, regional and global strategy documents, briefs, policy dialogue and other documents related to care.
- Develop and implement partnerships and resource mobilization strategies to support the Transform Care Global Initiative, especially for European partners and EU and Brussels based institutions.
- Analyze and research information on donors and prepare substantive briefs on cooperation opportunities.
- Provide technical support to senior management and the care global team in preparation of missions, meetings and consultations with donors.
- Identify and build partnership opportunities within the EU Global Gateway and Team Europe Initiatives.
- Provide technical support for drafting and review of partner-specific Framework Arrangements and Cost Sharing Agreements.
- Manage the implementation of the care programmes including workplans, budgets, and reporting.
- Manage technical assistance and capacity development to care programme partners.
- Provide policy support and capacity building to Country and Regional Offices and the Brussels Liaison Office.
- Manage monitoring and reporting of the care programmes using results-based management tools.
- Develop advocacy strategies and lead knowledge building and communication efforts related to the care agenda.
- Supervise consultants, UNV, and interns working under the TransformCare global Initiative.
Requirements
- Master’s degree or equivalent in social sciences, human rights, gender/women's studies, international development, or a related field is required.
- A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
- A project/programme management certification is required.
- At least 5 years of progressively responsible work experience at the national or international level in design, planning, implementation, monitoring and evaluation of development programmes/projects in the area of women’s economic empowerment and care is required.
- Technical experience in the area of care is required.
- Experience in capacity building and policy support to different partners within different countries and regions is required.
- Experience in the usage of computers and office software packages (MS Word, Excel, etc.) and spreadsheet and database packages, experience in handling of web-based management systems is required.
- Experience coordinating and liaising with government agencies and/or donors is required.
- Experience working in the UN System is desirable.
- Experience in the use of a modern web-based ERP System, preferably Oracle Cloud, is desirable.
- Fluency in English and French is required.
- Knowledge of another official UN language is desirable (Arabic, Chinese, Russian or Spanish).
