The Technical Officer will support WHO EMRO's strategic planning, budget management, and corporate performance monitoring, assessment and reporting. The role focuses on programme planning, technical monitoring, performance assessment, and corporate reporting for health programmes, applying results-based management principles.
Responsibilities
- Contribute to the development of regional process guidance, briefings and tools.
- Provide targeted support to Budget Centers and follow up their progress towards timely submissions.
- Review the Budget Center submissions to ensure quality and alignment with public health and results-principles and process guidance.
- Consolidate the submissions from the Budget Centers and contribute to the compilation of the region-wide reports.
- Contribute to the development of reports and presentations for the cabinet, programme governance committee and the regional governing body meetings.
- Facilitate capacity building events on public health programme planning, monitoring and reporting for EMR staff including the PME focal points in the Budget Centers and national counterparts as required.
- Prepare technical briefing notes and other reports on PME functions for senior management, country functional reviews, audit and administrative reviews and other similar exercises.
- Participate in joint programme/admin review.
- Perform any other duties assigned by the supervisor.
Requirements
- First university degree in medicine, public health or related health field accompanied by an accredited academic course, training and/or certification in results-based management.
- An advanced university degree (master's degree) in medicine, public health or related health field is desirable.
- An accredited academic course, training and/or certification in programme planning and monitoring and evaluation would be an asset.
- A minimum of two years of work experience in public health programme management including strategic and operational planning, technical monitoring and evaluation using quantitative and qualitative methods, organizational performance assessment, and corporate reporting using Results-based management.
- Experience of WHO technical programmes, processes and policies is desirable.
- Experience working with government counterparts is desirable.
- Sound understanding of public health programmes and health systems.
- Application of Results-based management across the programme cycle with continuous feedback for adaptive management.
- Facilitating strategic and operational planning.
- Technical monitoring, performance assessment, reporting and evaluation for accountability and performance improvement.
- Ability to analyse and interpret health data, indicators.
- Analytical skills and logical thinking.
- Excellent oral and written communication, including guidance, briefing notes, reports, presentations and technical documents.
- Strong training skills to build capacity in support of country offices.
- Able to work with other technical and enabling teams.
- Open to travel to other duty stations on missions.
- Demonstrated commitment to ethics in maintaining the highest standards of personal and professional conduct.
- Expert knowledge of English is essential.
- Intermediate knowledge of French is desirable.
- Intermediate knowledge of Arabic is desirable.
