The Head of Impact leads the strategic direction, development, and management of the Impact Unit at Plan Indonesia, ensuring programs deliver measurable and scalable impact aligned with strategic goals. The role focuses on impact assessment, scalability of project models, and collaboration with Fundraising and Program Development Units to innovate funding mechanisms.
Responsibilities
- Lead the design and oversee the implementation of Plan Indonesia’s Impact Strategy to ensure alignment with the country strategy.
- Embed scalability and impact measurement as core components of key project models, focusing on replicable, scalable solutions.
- Ensure integration of impact data into strategic decision-making processes at all levels.
- Work with the Country Leadership Team to ensure impact assessment drives strategy and supports program effectiveness.
- Oversee design and implementation of impact measurement frameworks and tools to assess program outcomes with robust quantitative and qualitative indicators.
- Establish baseline, mid-term, and endline assessments to measure intervention effectiveness.
- Lead development of longitudinal studies to track project impacts over time.
- Identify and promote scalable project models for replication and adaptation.
- Lead development of a Scalability Framework to guide project expansion.
- Ensure partnerships, resource allocation, and capacity building support scaling up of projects.
- Work with Program Team to identify projects ripe for scaling and design modular, flexible approaches.
- Collaborate with Fundraising and Program Development Units to identify funding opportunities supporting scalable impact.
- Contribute to development of impact-driven investment cases presenting robust data and scaling potential.
- Develop and present cost-benefit analyses and outcome-based financing models.
- Lead internal capacity building on impact measurement, scaling, and data systems.
- Develop knowledge management system documenting best practices, lessons learned, and scaling experiences.
- Facilitate cross-functional learning and provide tools for staff on scalability, data-driven decision-making, and impact investment.
- Build and maintain strategic partnerships with academic institutions, think tanks, and peer organizations.
- Represent Plan Indonesia at national and international forums related to impact assessment and scaling innovations.
- Ensure Impact Unit operates within governance frameworks and adheres to risk management and financial protocols.
- Lead efforts to mitigate risks associated with scaling, impact investment, and data-driven decision-making.
- Ensure safeguarding, GEDSI, and PSHEA principles are applied and supervised in all MERL initiatives.
- Conduct regular evaluations and supervision of safeguarding, GEDSI, and PSHEA implementation.
- Ensure staff complete safeguarding, GEDSI, and PSHEA training and timely recertification.
Requirements
- Master's degree in Social Sciences, Data Science, Research, Monitoring, Evaluation, Knowledge Management, or related fields.
- At least 7 years of experience in impact measurement, program evaluation, and scaling project models, preferably within the NGO sector.
- Proven track record of managing impact-driven projects with a focus on scalability and working with alternative financing models (impact investment, outcome-based funding).
- Excellent communication skills, both in Indonesian Language and English, with the ability to produce clear, concise reports.
- Experience managing partnerships with NGOs and academic institutions.
- Demonstrated commitment to Plan’s Safeguarding and Gender Equality principles, with a track record of embedding these principles in program design and implementation.
- Demonstrated experience in designing and implementing scalable project models and impact measurement frameworks.
- Strong technical understanding of impact measurement tools (e.g., outcome mapping, theory of change, cost-benefit analysis).
- Experience with designing data systems that facilitate real-time performance monitoring and adaptive management.
- Familiarity with scalability metrics and demonstrating social return on investment (SROI) to funders and investors.
- Excellent relationship-building skills with proven ability to create and sustain partnerships with diverse stakeholders.
